00 HOUSE BILL NO. 301 01 "An Act relating to certificates of fitness for plumbers and electricians." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 18.62.020 is amended to read: 04 Sec. 18.62.020. Application for and issuance of certificate. The department 05 shall issue certificates of fitness and renewal certificates of fitness valid for two years. 06 The certificate may be issued only to an individual. An applicant for a certificate shall 07 apply in writing, under oath, on a form prescribed by the department containing 08 (1) the name and address of the applicant; 09 (2) the applicant's age; 10 (3) the applicant's citizenship; [AND] 11 (4) other information relevant to licensing that the department 12 requires; and 13 (5) proof that the applicant 14 (A) has successfully completed an apprenticeship program 15 approved by the department or an apprenticeship program equivalent to

01 a program approved by the department; or 02 (B) holds a verification of qualifications under 03 AS 18.62.050(c). 04 * Sec. 2. AS 18.62.050(a) is amended to read: 05 (a) If, upon investigation and examination by the department, an [THE] 06 applicant who submits a completed application and required fee is found 07 competent by reason of training and experience, the department shall issue a certificate 08 of fitness. The department may not issue a certificate unless the applicant has 09 been found to have successfully completed an approved apprenticeship or 10 apprenticeship equivalent or has a valid verification under (c) of this section. The 11 certificate shall set out the competency of the applicant and provide for positive 12 identification of the applicant, and shall be carried on the person engaged in work 13 subject to the requirement of a certificate of fitness under this chapter. 14 * Sec. 3. AS 18.62.050(c) is amended to read: 15 (c) Verification by an Alaska-based labor union of a member's qualification to 16 meet the requirements for a certificate of fitness may be accepted in lieu of 17 examination, apprenticeship, or other requirement for issuing a certification under 18 this chapter. 19 * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to 20 read: 21 APPLICABILITY. This Act applies to applications for certificates of fitness submitted 22 on or after the effective date of this Act.
