00 HOUSE BILL NO. 278 01 "An Act relating to binding votes by or for a legislator under the Legislative Ethics 02 Act." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 24.60.030(j) is amended by adding new paragraphs to read: 05 (4) "caucus" has the meaning given in AS 24.60.037(g); 06 (5) "legislative body" has the meaning given in AS 24.60.037(g). 07 * Sec. 2. AS 24.60.030 is amended by adding a new subsection to read: 08 (k) A legislator may not commit or bind another legislator to commit, through 09 a vote in a caucus, to vote for or against a bill, appointment, veto, or other measure 10 that may come to a vote before a legislative body. Nothing in this subsection prohibits 11 a legislator from 12 (1) voting in a caucus on a matter directly relating to the selection of 13 an officer of the caucus or a leader of a legislative body; 14 (2) conducting an informal poll, outside of a meeting of the majority of

01 the members of a legislative body, to determine how another legislator may vote on a 02 measure.
