01 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State                                         
02 Legislature, concerning House Bill No. 79, relating to workers' compensation; relating to                               
03 the second injury fund; relating to service fees and civil penalties for the workers' safety                            
04 programs and the workers' compensation program; relating to the liability of business                                   
05 entities and certain persons for payment of workers' compensation benefits and civil                                    
06 penalties; relating to civil penalties for underinsuring or failing to insure or provide                                
07 security for workers' compensation liability; relating to preauthorization and timely                                   
08 payment for medical treatment and services provided to injured employees; relating to                                   
09 incorporation of reference materials in workers' compensation regulations; relating to                                  
10 proceedings before the Alaska Workers' Compensation Board; relating to the                                              
11 authorization of the workers' compensation benefits guaranty fund to claim a lien;                                      
12 excluding independent contractors from workers' compensation coverage; establishing                                     
13 the circumstances under which certain nonemployee executive corporate officers and                                      

01 members of limited liability companies may obtain workers' compensation coverage;                                       
02 relating to the duties of injured employees to report income or work; relating to                                       
03 misclassification of employees and deceptive leasing; defining "employee"; and relating                                 
04 to the Alaska Workers' Compensation Board's approval of attorney fees in a settlement                                   
05 agreement.                                                                                                              
06 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
07 That under Rule 54, Uniform Rules of the Alaska State Legislature, the provisions of                                    
08 Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, regarding                             
09 changes to the title of a bill, are suspended in consideration of House Bill No. 79, relating to                        
10 workers' compensation; relating to the second injury fund; relating to service fees and civil                           
11 penalties for the workers' safety programs and the workers' compensation program; relating to                           
12 the liability of business entities and certain persons for payment of workers' compensation                             
13 benefits and civil penalties; relating to civil penalties for underinsuring or failing to insure or                     
14 provide security for workers' compensation liability; relating to preauthorization and timely                           
15 payment for medical treatment and services provided to injured employees; relating to                                   
16 incorporation of reference materials in workers' compensation regulations; relating to                                  
17 proceedings before the Alaska Workers' Compensation Board; relating to the authorization of                             
18 the workers' compensation benefits guaranty fund to claim a lien; excluding independent                                 
19 contractors from workers' compensation coverage; establishing the circumstances under                                   
20 which certain nonemployee executive corporate officers and members of limited liability                                 
21 companies may obtain workers' compensation coverage; relating to the duties of injured                                  
22 employees to report income or work; relating to misclassification of employees and deceptive                            
23 leasing; defining "employee"; and relating to the Alaska Workers' Compensation Board's                                  
24 approval of attorney fees in a settlement agreement.
