00 HOUSE CONCURRENT RESOLUTION NO. 24 01 Proposing amendments to the Uniform Rules of the Alaska State Legislature relating to 02 the use of chambers, the daily order of business, returning a bill not acted on by a 03 committee, the personal bill deadline, carry over of bills, and adjournment. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Rule 12, Uniform Rules of the Alaska State Legislature, is amended to read: 06 Rule 12. Use of Chambers and Offices. Legislative chambers are to be used 07 only for the official business of the legislature during legislative sessions. During the 08 session access to the chambers and their galleries is under the control of the presiding 09 officer of the house to which the space is assigned, and the assignment of legislative 10 offices and use of committee rooms shall be provided for by and be under the control 11 of the Rules Committee. During the 14 days immediately preceding adjournment 12 of a session, the Rules Committee may not schedule a committee room for any 13 purpose except a meeting of a legislative committee. 14 * Sec. 2. Rule 17, Uniform Rules of the Alaska State Legislature, is amended to read: 15 Rule 17. Daily Order of Business. (a) Except as provided in (b) of this

01 section, and unless [UNLESS] changed by a two-thirds vote of the full membership 02 of the house, the daily order of business of each house is as follows: 03 (1) Roll call 04 (2) Invocation or meditation 05 (3) Pledge of Allegiance 06 (4) Certification by the chief clerk or secretary to the house as to the 07 correctness of the journal of the previous day, journal approved or ordered changed 08 (5) Introduction of guests 09 (6) Messages from the governor 10 (7) Messages from the other house 11 (8) Communications 12 (9) Reports of standing committees 13 (10) Reports of special committees 14 (11) Introduction of resolutions 15 (12) Introduction, first reading and reference of bills 16 (13) Consideration of daily calendar 17 (A) Second reading of bills of house 18 (B) Second reading of bills of other house 19 (C) Third reading of bills of house 20 (D) Third reading of bills of other house 21 (E) All other matters up for final action in the house 22 (14) Unfinished business 23 (15) Announcement of committee meetings 24 (16) Special orders (not set for a particular hour) 25 (17) Adjournment. 26 (b) During the seven-day period immediately preceding adjournment of a 27 session, introduction of guests under (a)(5) of this rule and legislative citations 28 under (a)(14) or (16) of this rule shall be removed from the daily order of 29 business. 30 * Sec. 3. Rule 24(a), Uniform Rules of the Alaska State Legislature, is amended to read: 31 (a) A committee acts on all bills referred to it and reports its actions and

01 recommendations to the house as soon as practicable. Committee reports must be in 02 writing and the report must be signed by a majority of the members of the committee. 03 The report will note the recommendation of each member signing the report. If, after 04 14 days, a committee has not reported its action on a bill referred to it, the 05 committee chair shall return the bill to the chief clerk or senate secretary with a 06 written notice to the body that the committee did not act on the bill. 07 * Sec. 4. Rule 44, Uniform Rules of the Alaska State Legislature, is amended to read: 08 Rule 44. Time Limit on Introduction. No bill or resolution other than one 09 sponsored by a standing committee may be introduced after the thirty-fifth day of a 10 [THE SECOND] regular session of the legislature. 11 * Sec. 5. Rule 47, Uniform Rules of the Alaska State Legislature, is amended to read: 12 Rule 47. Bills and Resolutions Do Not Carry Over. Bills and resolutions 13 introduced in the first regular session of a legislature that [WHICH] are not passed 14 before adjournment sine die do not [OR NOT WITHDRAWN, DEFEATED, 15 VETOED, OR INDEFINITELY POSTPONED,] carry over into the second regular 16 session of the same legislature [IN THE SAME READING OR STATUS THEY 17 WERE IN AT THE TIME OF ADJOURNMENT]. 18 * Sec. 6. Rule 52, Uniform Rules of the Alaska State Legislature, is amended to read: 19 Rule 52. Adjournment. Neither house may adjourn or recess for longer than 20 three days unless the other concurs. (Sec. 10, Art. II, State Constitution.) Adoption of 21 a concurrent resolution by a majority vote of the full membership of each house 22 constitutes concurrence. A motion to adjourn or recess a session is in order when it is 23 the intention of the legislature to recess or adjourn to a day certain. A motion to 24 adjourn sine die is in order [ONLY] at the end of a [SECOND] regular session or a 25 special session. Unless changed by a vote of two-thirds of the full membership of 26 both houses, the legislature shall, by operation of this rule, be adjourned sine die 27 from a regular session at 12:00 a.m. on the 91st legislative day.
