00 HOUSE CONCURRENT RESOLUTION NO. 5 01 Proposing an amendment to the Uniform Rules of the Alaska State Legislature relating 02 to the membership of the Committee on Committees. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Rule 1(e), Uniform Rules of the Alaska State Legislature, is amended to read: 05 (e) The presiding officer shall announce, not later than the day following 06 election, the appointment of a Committee on Committees consisting of at least five 07 members including the presiding officer. The presiding officer chairs the Committee 08 on Committees. The committee is responsible for nominating the members of the 09 standing committees as set out in Rule 20 and the member who is to chair each 10 standing committee to serve for the two-year duration of the legislature. The 11 membership of each committee shall total to an uneven number. On each standing 12 committee the minority is entitled to the number of seats that is proportional to the 13 number of minority members compared to the total house membership or to one seat, 14 whichever is greater. In calculating the number of seats the minority is entitled to, 15 fractional numbers that represent the minority proportional entitlement to a seat shall 16 be ignored. The report of the Committee on Committees is subject to approval by a

01 majority vote of the full membership of the house. For purposes of this subsection 02 "minority" means a group of members who have organized and elected a minority 03 leader and who constitute at least 25 percent of the total house membership.
