01 * Sec. 4. DEPARTMENT OF COMMERCE, COMMUNITY, AND ECONOMIC 02 DEVELOPMENT. Section 27(g), ch. 1, SSSLA 2017, is amended to read: 03 (g) The sum of $30,000,000 [$55,000,000] is appropriated from the Alaska 04 comprehensive health insurance fund (AS 21.55.430) to the Department of Commerce, 05 Community, and Economic Development, division of insurance, for the calendar year 06 2017 reinsurance program under AS 21.55 for the fiscal years ending June 30, 2017, 07 and June 30, 2018. 08 * Sec. 5. FUND CAPITALIZATION. The sum of $2,000,000 is appropriated from the 09 general fund to the disaster relief fund (AS 26.23.300(a)). 10 * Sec. 6. SALARY AND BENEFIT ADJUSTMENTS. (a) The operating budget 11 appropriations made to the University of Alaska in sec. 1 of this Act include amounts for 12 salary and benefit adjustments for the fiscal year ending June 30, 2018, for university 13 employees who are not members of a collective bargaining unit and to implement the 14 monetary terms for the fiscal year ending June 30, 2018, of the following collective 15 bargaining agreements: 16 (1) Fairbanks Firefighters Union, IAFF Local 1324; 17 (2) United Academics - American Association of University Professors, 18 American Federation of Teachers. 19 (b) If a collective bargaining agreement listed in (a) of this section is not ratified by 20 the membership of the respective collective bargaining unit and approved by the Board of 21 Regents of the University of Alaska, the appropriations made in this Act applicable to the 22 collective bargaining unit's agreement are adjusted proportionately by the amount for that 23 collective bargaining agreement, and the corresponding funding source amounts are adjusted 24 accordingly. 25 * Sec. 7. RATIFICATIONS OF CERTAIN EXPENDITURES. The following departmental 26 expenditures are ratified to reverse the negative account balances in the Alaska state 27 accounting system in the amount listed for the AR number. The appropriations from which 28 those expenditures were actually paid are amended by increasing those appropriations for the 29 fiscal year ending June 30, 2018, by the amount listed, as follows: 30 Department of Health and Social Services made in fiscal year 2016 31 (1) AR H001 Alaska Pioneer Homes $ 467,693

LAPSE OF APPROPRIATIONS. The appropriation made in sec. 5 of this Act is 11 for the capitalization of a fund and does not lapse. 12 * Sec. 9. This Act takes effect April 16, 2018.
