01 "An Act relating to the state training and employment program; and relating to the                                      
02 Alaska technical and vocational education program."                                                                     
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 23.15.630(a) is amended to read:                                                                   
05 (a)  In the manner provided in AS 23.20, and for the benefit of the program,                                        
06 the department shall collect from each employee not exempt under (d) of this section                                
07 an amount equal to one-tenth of one percent of the wages, as set out in AS 23.20.175,                                   
08 on which the employee is required to make contributions under AS 23.20.290(d). The                                      
09 department shall remit to the Department of Revenue, in accordance with                                                 
10       AS 37.10.050, money collected under this subsection.                                                              
11    * Sec. 2. AS 23.15.630 is amended by adding a new subsection to read:                                              
12 (d)  An employee may elect exemption from the collection under (a) of this                                              
13 section. The department shall notify employees of the opportunity to elect exemption                                    
14 by supplying printed statements to employers under AS 23.20.335, and may not                                            

01 collect money under (a) of this section from an employee who elects exemption. An                                       
02 election of exemption must be written, signed by the employee, and delivered to the                                     
03       commissioner by means determined by the department.                                                               
04    * Sec. 3. AS 23.15.835(a) is amended to read:                                                                      
05 (a)  In the manner provided in AS 23.20, and for the benefit of the program, the                                    
06 department shall collect from each employee not exempt under (i) of this section an                                 
07 amount equal to .16 percent of the wages, as set out in AS 23.20.175, on which the                                      
08 employee is required to make contributions under AS 23.20.290(d). The department                                        
09 shall remit to the Department of Revenue, in accordance with AS 37.10.050, money                                        
10       collected under this subsection.                                                                                  
11    * Sec. 4. AS 23.15.835 is amended by adding a new subsection to read:                                              
12 (i)  An employee may elect exemption from the collection under (a) of this                                              
13 section. The department shall notify employees of the opportunity to elect exemption
