SJR 19: Requesting the United States Congress to call a convention of the states to propose an amendment to the Constitution of the United States to set a limit on the number of terms that a person may be elected as a member of the United States House of Representatives and as a member of the United States Senate; and urging the legislatures of the other 49 states to request the United States Congress to call a convention of the states.

00 SENATE JOINT RESOLUTION NO. 19 01 Requesting the United States Congress to call a convention of the states to propose an 02 amendment to the Constitution of the United States to set a limit on the number of terms 03 that a person may be elected as a member of the United States House of Representatives 04 and as a member of the United States Senate; and urging the legislatures of the other 49 05 states to request the United States Congress to call a convention of the states. 06 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 07 WHEREAS the drafters of the Constitution of the United States empowered state 08 legislators to be guardians of liberty against future abuses of power by the federal 09 government; and 10 WHEREAS most Americans now understand that unlimited terms for elected 11 representatives to the United States Congress leads to abuses of federal power and no longer 12 reflects a democratic process or guarantees a democratic republic; and 13 WHEREAS it is the solemn duty of the states to protect the liberty of the people, 14 particularly for the generations to come, by proposing amendments to the Constitution of the 15 United States through a convention of the states under art. V to place clear restraints on these

01 and related abuses of power; 02 BE IT RESOLVED that, under art. V, Constitution of the United States, the Alaska 03 State Legislature respectfully applies to the United States Congress to call a convention of the 04 states for the limited purpose of proposing an amendment to the Constitution of the United 05 States to set a limit on the number of terms that a person may be elected as a member of the 06 United States House of Representatives and to set a limit on the number of terms that a person 07 may be elected as a member of the United States Senate; and be it 08 FURTHER RESOLVED that this application shall be considered as covering the 09 same subject matter as the applications from other states to the United States Congress to call 10 a convention of the states to set a limit on the number of terms that a person may be elected to 11 the United States House of Representatives and to the United States Senate; this application 12 shall be aggregated with applications with the same subject matter as the applications from 13 other states for the purpose of reaching the two-thirds of states necessary to require the United 14 States Congress to call a limited convention on this subject, but may not be aggregated with 15 any other applications on any other subject; and be it 16 FURTHER RESOLVED that this application constitutes a continuing application in 17 accordance with art. V, Constitution of the United States, until at least two-thirds of the 18 legislatures of the several states have applied for a similar convention of the states; and be it 19 FURTHER RESOLVED that the Alaska State Legislature urges the legislatures of 20 the other 49 states to apply to the United States Congress to call a convention of the states. 21 COPIES of this resolution shall be sent to the Honorable Barack Obama, President of 22 the United States; the Honorable Joseph R. Biden, Jr., Vice President of the United States and 23 President of the U.S. Senate; the Honorable Paul D. Ryan, Speaker of the U.S. House of 24 Representatives; the Honorable Orrin Hatch, President pro tempore of the U.S. Senate; the 25 Honorable Julie E. Adams, Secretary of the U.S. Senate; the Honorable Karen L. Haas, Clerk 26 of the U.S. House of Representatives; the Honorable Lisa Murkowski and the Honorable Dan 27 Sullivan, U.S. Senators, and the Honorable Don Young, U.S. Representative, members of the 28 Alaska delegation in Congress; and the presiding officers of the legislatures of each of the 29 other 49 states.
