00Enrolled SCR501 01 Suspending Rules 47 and 55, Uniform Rules of the Alaska State Legislature, relating to the 02 carry-over of bills to a special session. 03 _______________ 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 That under Rule 54, Uniform Rules of the Alaska State Legislature, the provisions of 06 Rule 47 of the Uniform Rules regarding the carry-over of bills and the provisions of Rule 55 07 of the Uniform Rules regarding the use of Mason's Manual of Legislative Procedure, 2010 08 edition, to cover situations not directly addressed by the Uniform Rules, are suspended to the 09 extent they prohibit the carry-over of bills and resolutions from the Second Regular Session 10 and the Fourth Special Session to the Fifth Special Session of the Twenty-Ninth Alaska State 11 Legislature; and be it 12 FURTHER RESOLVED that this resolution applies only to the following bills 13 introduced during the Second Regular Session and the Fourth Special Session of the Twenty- 14 Ninth Alaska State Legislature that relate to the subjects set out in the governor's 15 proclamation for the Fifth Special Session: 16 Senate Bill 128: An Act relating to the Alaska Permanent Fund Corporation, 17 the earnings of the Alaska permanent fund, and the earnings reserve account; relating

01 to management of the budget reserve fund (art. IX, sec. 17, Constitution of the State of 02 Alaska) by the Alaska Permanent Fund Corporation; relating to procurement by the 03 Alaska Permanent Fund Corporation; relating to the mental health trust fund; relating 04 to deposits into the dividend fund; relating to the calculation of permanent fund 05 dividends; relating to unrestricted state revenue available for appropriation; and 06 providing for an effective date; 07 House Bill 245: An Act relating to the Alaska permanent fund; relating to 08 appropriations to the dividend fund; relating to income of the Alaska permanent fund; 09 relating to the earnings reserve account; relating to the Alaska permanent fund 10 dividend; making conforming amendments; and providing for an effective date; 11 Senate Bill 4001: An Act relating to taxation, including establishing an 12 individual income tax; relating to the marijuana tax and bonding requirements for 13 marijuana cultivation facilities; relating to the exploration incentive credit; increasing 14 the motor fuel tax; increasing the taxes on cigarettes and tobacco products; taxing 15 electronic smoking products; adding a definition of "electronic smoking product" and 16 requiring labeling of an electronic smoking product; increasing the excise tax on 17 alcoholic beverages; relating to exemptions from the mining license tax; removing the 18 minimum and maximum restrictions on the annual base fee for the reissuance or 19 renewal of an entry permit or an interim-use permit; increasing the mining license tax 20 rate; relating to mining license application, renewal, and fees; increasing the fisheries 21 business tax and fishery resource landing tax; relating to refunds to local governments; 22 and providing for an effective date; 23 House Bill 4003: An Act relating to the motor fuel tax; and providing for an 24 effective date; 25 House Bill 4004: An Act establishing an individual income tax; and providing 26 for an effective date; 27 House Bill 4005: An Act relating to the mining license tax; relating to the 28 exploration incentive credit and royalty payments; relating to mining license 29 application, renewal, and fees; and providing for an effective date; 30 House Bill 4006: An Act relating to the fisheries business tax and fishery 31 resource landing tax; removing the minimum and maximum restrictions on the annual

01 base fee for the reissuance or renewal of an entry permit or an interim-use permit; 02 relating to refunds of the fisheries business tax and the fishery resource landing tax to 03 local governments; and providing for an effective date; and be it 04 FURTHER RESOLVED that this resolution is retroactive to July 11, 2016, at 11:00 05 a.m., the beginning of the Fifth Special Session of the Twenty-Ninth Alaska State Legislature.
