00 HOUSE CS FOR CS FOR SENATE BILL NO. 154(STA) 01 "An Act relating to special registration plates commemorating the Blood Bank of 02 Alaska; relating to special request registration plates celebrating the arts; and relating 03 to the Alaska State Council on the Arts." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 28.10.181(u) is amended to read: 06 (u) Special request plates commemorating the arts. Upon application by the 07 owner of a motor vehicle, the department may issue registration plates celebrating 08 [COMMEMORATING] the arts. The commissioner, after consulting with the Alaska 09 State Council on the Arts, shall determine the design and color of plates celebrating 10 [COMMEMORATING] the arts. The commissioner shall choose a new design for 11 the plates celebrating the arts every four years and discontinue issuance of the 12 previous design. The department may disapprove the issuance of registration plates 13 under this subsection when the requested plates are a duplication of an existing 14 registration.
01 * Sec. 2. AS 28.10.181 is amended by adding a new subsection to read: 02 (ii) Special request plates commemorating the Blood Bank of Alaska. Upon 03 application by the owner of a motor vehicle, the department may issue registration 04 plates commemorating the Blood Bank of Alaska. The commissioner, after consulting 05 with representatives of the Blood Bank of Alaska, shall determine the design and color 06 of the plates. The department may disapprove the issuance of registration plates under 07 this subsection when the requested plates are a duplication of an existing registration. 08 * Sec. 3. AS 28.10.421(d)(15) is amended to read: 09 (15) special request plates celebrating [COMMEMORATING] the arts 10 .................................................................................................................. 11 plus the fee required for that vehicle under (b), (c), (h), or (i) of this section; the fee 12 required by this paragraph shall be collected only on the first issuance and the 13 replacement of the special request plates [BIENNIALLY IN THE SAME 14 MANNER AS THE FEE REQUIRED UNDER (b), (c), (h), OR (i) OF THIS 15 SECTION]; the commissioner of administration shall separately account for the fees 16 received under this paragraph that the department deposits in the general fund; 17 notwithstanding (g) of this section, the annual estimated balance in the account that is 18 in excess of the cost of issuing special request plates may be appropriated by the 19 legislature to pay the artist of the winning design and for the support of programs 20 benefiting the arts; 21 * Sec. 4. AS 28.10.421(d) is amended by adding a new paragraph to read: 22 (25) special request Blood Bank of Alaska plates........................... $50 23 plus the fee required for that vehicle under (b), (c), (h), or (i) of this section; the fee 24 required by this paragraph shall be collected biennially in the same manner as the fee 25 required under (b), (c), (h), or (i) of this section; the commissioner of administration 26 shall separately account for the fees received under this paragraph that the department 27 deposits in the general fund; notwithstanding (g) of this section, the annual estimated 28 balance in the account that is in excess of the cost of issuing special request plates may 29 be appropriated by the legislature to the Blood Bank of Alaska. 30 * Sec. 5. AS 44.27 is amended by adding a new section to read: 31 Sec. 44.27.070. Competition for the design of the special request plate
01 celebrating the arts. (a) The council shall hold a competition every four years to 02 select a design for the special request plate celebrating the arts under AS 28.10.181(u). 03 The council shall select a panel of judges to judge the submissions for the contest and 04 shall include the previous design winner on the panel. The panel shall select the top 05 submissions, and the council shall conduct a public vote to determine the winner of the 06 competition. The council shall use the winning design when consulting with the 07 commissioner of administration under AS 28.10.181(u). 08 (b) The council shall, in consultation with the Department of Administration, 09 recommend an amount to be appropriated from the annual estimated balance in the 10 account under AS 28.10.421(d)(15) to pay an artist for a winning design. 11 * Sec. 6. The uncodified law of the State of Alaska is amended by adding a new section to 12 read: 13 TRANSITION. The Alaska State Council on the Arts shall hold the first design 14 competition within one year after the effective date of this Act.
