00Enrolled HR 301 01 Urging the governor to clearly designate the Alaska Gasline Development Corporation as 02 having the primary responsibility in the Alaska liquefied natural gas project and the state's 03 voice in the decision-making process required for the successful development of the project; 04 urging the governor to identify the persons in the administration or the persons acting on 05 behalf of the administration who will support and advise the Alaska Gasline Development 06 Corporation as the corporation acts in the Alaska liquefied natural gas project on behalf of the 07 state; and urging the governor to be open and transparent by providing a clear description of 08 the organizational structure and authority of individuals authorized to assist and support the 09 Alaska Gasline Development Corporation as it participates in the development of the Alaska 10 liquefied natural gas project. 11 _______________ 12 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES: 13 WHEREAS the state became a partner in the liquefied natural gas facilities, and

01 TransCanada Alaska Development Inc. and TransCanada Alaska Midstream Limited 02 Partnership became partners in the midstream segment of the Alaska liquefied natural gas 03 project, based on the Heads of Agreement between the State of Alaska, the Alaska Gasline 04 Development Corporation, TransCanada Alaska Development Inc., ExxonMobil Alaska 05 Production Inc., ConocoPhillips Alaska, Inc., BP Exploration (Alaska) Inc. and the enactment 06 of ch. 14, SLA 2014 (Senate Bill No. 138); and 07 WHEREAS the acquisition of the interest by the state from TransCanada Alaska 08 Midstream Limited Partnership and other affiliates of that company will result in the 09 participation by the state and its agents as a joint venture party in all segments of the Alaska 10 liquefied natural gas project; and 11 WHEREAS testimony received during consideration of legislation to appropriate 12 money for the state's acquisition of the interest in the Alaska liquefied natural gas project held 13 by TransCanada Alaska Midstream Limited Partnership and other affiliates of that company 14 emphasized the importance of organizational clarity and clear lines of authority for the 15 success of any massive project and in particular the Alaska liquefied natural gas project; and 16 WHEREAS the Alaska Gasline Development Corporation, commonly referred to as 17 "AGDC," was created under ch. 11, SLA 2013 (House Bill No. 4), as a public corporation 18 insulated from politics, to act in the best interest of the state in the development of natural gas 19 pipeline projects; and 20 WHEREAS the Alaska Gasline Development Corporation has the full expertise and 21 competence to represent the state's interest in the Alaska liquefied natural gas project and to 22 participate as a full partner in that project; and 23 WHEREAS the role and powers of the Alaska Gasline Development Corporation to 24 participate as the state's representative in the Alaska liquefied natural gas project and the role 25 and powers of other members of the administration in support of the state's participation in the 26 project must be made clear to all members of the joint venture to further the efficient and 27 successful development of the project; 28 BE IT RESOLVED that the House of Representatives respectfully urges the governor 29 to clearly designate the Alaska Gasline Development Corporation as having the primary 30 responsibility in the Alaska liquefied natural gas project and the state's voice in the decision- 31 making process required for the successful development of the project; and be it

01 FURTHER RESOLVED that the House of Representatives respectfully urges the 02 governor to identify the persons in the administration or the persons acting on behalf of the 03 administration who will support and advise the Alaska Gasline Development Corporation as 04 the corporation acts in the project on behalf of the state; and be it 05 FURTHER RESOLVED that the House of Representatives respectfully urges the 06 governor to be open and transparent by providing a clear description of the organizational 07 structure and authority of individuals authorized to assist and support the Alaska Gasline 08 Development Corporation as it participates in the development of the Alaska liquefied natural 09 gas project. 10 COPIES of this resolution shall be sent to the Honorable Bill Walker, Governor of 11 Alaska; the Honorable Mark Myers, Commissioner, Department of Natural Resources; the 12 Honorable Randall Hoffbeck, Commissioner, Department of Revenue; Dan Fauske, President, 13 Alaska Gasline Development Corporation; Dean C. Patry, President, TransCanada Alaska 14 Development Inc.; Thomas W. Schuessler, President, ExxonMobil Alaska Production Inc.; 15 Joe Marushack, President, ConocoPhillips Alaska, Inc.; and Janet Weiss, President, BP 16 Exploration (Alaska) Inc.
