00                      HOUSE JOINT RESOLUTION NO. 19                                                                     
01 Proposing an amendment to the Constitution of the State of Alaska relating to the                                       
02 constitutional budget reserve fund.                                                                                     
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1. Article IX, sec. 17(b), Constitution of the State of Alaska, is amended to read:                      
05            (b)  If the amount available for appropriation for a fiscal year is less than the                            
06       amount appropriated for the previous fiscal year, an appropriation may be made from                               
07       the budget reserve fund. However, the amount appropriated from the fund under this                                
08       subsection may not exceed ten percent of the current balance in the fund [THE                                 
09       AMOUNT NECESSARY, WHEN ADDED TO OTHER FUNDS AVAILABLE FOR                                                         
10       APPROPRIATION, TO PROVIDE FOR TOTAL APPROPRIATIONS EQUAL TO                                                       
11       THE AMOUNT OF APPROPRIATIONS MADE IN THE PREVIOUS CALENDAR                                                        
12       YEAR FOR THE PREVIOUS FISCAL YEAR].                                                                               
13    * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of the                       
14 state at the next general election in conformity with art. XIII, sec. 1, Constitution of the State                      
15 of Alaska, and the election laws of the state.
