00 HOUSE BILL NO. 198 01 "An Act relating to an increase in and inflation adjustment to the base student 02 allocation for public school funding; providing for an effective date by repealing the 03 effective date of sec. 29, ch. 15, SLA 2014, and amending the effective date in sec. 59, ch. 04 15, SLA 2014; and providing for an effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. AS 14.17.470 is amended to read: 07 Sec. 14.17.470. Base student allocation. The base student allocation for the 08 fiscal year ending June 30, 2016, is $5,979. However, the department shall 09 annually increase the base student allocation to the extent of increases during the 10 second preceding calendar year in the Consumer Price Index for all urban 11 consumers for the Anchorage metropolitan area compiled by the Bureau of 12 Labor Statistics, United States Department of Labor. The index for January 2014 13 is the reference base index [$5,830]. 14 * Sec. 2. AS 14.17.470 is amended to read:

01 Sec. 14.17.470. Base student allocation. The base student allocation for the 02 fiscal year ending June 30, 2016, is $5,999. However, the department shall 03 annually increase the base student allocation to the extent of increases during the 04 second preceding calendar year in the Consumer Price Index for all urban 05 consumers for the Anchorage metropolitan area compiled by the Bureau of 06 Labor Statistics, United States Department of Labor. The index for January 2014 07 is the reference base index [$5,830]. 08 * Sec. 3. AS 14.17.470 is amended to read: 09 Sec. 14.17.470. Base student allocation. The base student allocation for the 10 fiscal year ending June 30, 2016, is $6,019. The index for January 2014 31 is the reference base index [$5,830].

The index for January 2014 08 is the reference base index [$5,830]. 09 * Sec. 7. Sections 28 and 29, ch. 15, SLA 2014, are repealed. 10 * Sec. 8. The uncodified law of the State of Alaska is amended by adding a new section to 11 read: 12 CONDITIONAL EFFECT. (a) Section 1 of this Act takes effect only if the legislature 13 appropriates at least $30,000,000 but less than $35,000,000 as grants to school districts for the 14 fiscal year ending June 30, 2016, for distribution according to the average daily membership 15 for each district adjusted under AS 14.17.410(b)(1)(A) - (D). 16 (b) Section 2 of this Act takes effect only if the legislature appropriates at least 17 $25,000,000 but less than $30,000,000 as grants to school districts for the fiscal year ending 18 June 30, 2016, for distribution according to the average daily membership for each district 19 adjusted under AS 14.17.410(b)(1)(A) - (D). 20 (c) Section 3 of this Act takes effect only if the legislature appropriates at least 21 $20,000,000 but less than $25,000,000 as grants to school districts for the fiscal year ending 22 June 30, 2016, for distribution according to the average daily membership for each district 23 adjusted under AS 14.17.410(b)(1)(A) - (D). 24 (d) Section 4 of this Act takes effect only if the legislature appropriates at least 25 $15,000,000 but less than $20,000,000 as grants to school districts for the fiscal year ending 26 June 30, 2016, for distribution according to the average daily membership for each district 27 adjusted under AS 14.17.410(b)(1)(A) - (D). 28 (e) Section 5 of this Act takes effect only if the legislature appropriates at least 29 $10,000,000 but less than $15,000,000 as grants to school districts for the fiscal year ending 30 June 30, 2016, for distribution according to the average daily membership for each district 31 adjusted under AS 14.17.410(b)(1)(A) - (D).

01 (f) Section 6 of this Act takes effect only if the legislature appropriates less than 02 $10,000,000 as grants to school districts for the fiscal year ending June 30, 2016, for 03 distribution according to the average daily membership for each district adjusted under 04 AS 14.17.410(b)(1)(A) - (D). 05 * Sec. 9. Section 59, ch. 15, SLA 2014, is amended to read: 06 Sec. 59. Sections [28 AND] 32 - 34 of this Act take effect July 1, 2015. 07 * Sec. 10. Section 60, ch. 15, SLA 2014, is repealed. 08 * Sec. 11. This Act takes effect immediately under AS 01.10.070(c).
