Members of the military service on active duty who 23 are permanently stationed in the state, and their dependents, who do not qualify as 24 residents under AS 16.05.415, may obtain an annual nonresident military anadromous 25 king salmon tag for $30 [$20]. 26 * Sec. 19. AS 16.05.340(j) is amended to read: 27 (j) In addition to the fees for a sport fishing license set out in (a) and (d) of this 28 section, each person who purchases a sport fishing license shall pay a sport fishing 29 facility surcharge as set out in this subsection for the purpose of providing funding for 30 sport fishing facilities. A person who is eligible for a $10 [$5] resident hunting, 31 trapping, and sport fishing license under (a)(6) of this section or a free license under

01 AS 16.05.341 is exempt from payment of the surcharge imposed under this subsection. 02 The surcharge authorized by this subsection shall take effect on the date established by 03 regulation by the commissioner. The authority of the department to collect the 04 surcharge under this subsection terminates on December 31 of the calendar year in 05 which the principal amount of the bonds issued under AS 37.15.765 - 37.15.799, 06 together with the interest on them and any interest owing on unpaid installments of 07 interest, and all other obligations with respect to the bonds, are fully met and 08 discharged. The amount of the surcharge attached to each sport fishing license must be 09 clearly disclosed on the sport fishing license. AS 16.05.346(a) is amended to read: 22 (a) If the Board of Game establishes an open season for musk oxen and has not 23 reduced or eliminated the $600 [$500] resident tag and fee under AS 16.05.340(a)(16), 24 the department shall conduct a drawing for permits to take the musk oxen. If the Board 25 of Game establishes an open season for musk oxen for which the Board of Game has 26 reduced or eliminated the resident tag and fee, the department shall issue permits to 27 take the musk oxen in the order in which applications are received by the department. 28 The department may not charge a resident a fee for an application for a musk oxen 29 permit for an open season in which the Board of Game has reduced or eliminated the 30 resident tag and fee under AS 16.05.340(a)(16). In all other cases, the application fee 31 for a musk oxen permit is $10.

01 * Sec. 21. AS 16.05.400(b) is amended to read: 02 (b) A sport fishing, hunting, or trapping license is not required of a resident 03 who is 65 [60] years of age or more. The commissioner shall issue a permanent 04 identification card without charge to persons who qualify by age and residence and 05 who complete the forms required by the commissioner for implementation of this 06 subsection. A person who is issued a permanent identification card under this 07 subsection shall have it in possession while sport fishing, hunting, or trapping. 08 * Sec. 22. AS 16.05.660 is amended to read: 09 Sec. 16.05.660. License exemption. A person may, by complying with the $10 10 [$5] license requirement of AS 16.05.340(a)(6), take not more than 2,000 pounds each 11 of tom cod, blue cod, smelt, pickerel, white fish, and spider crab a year from waters of 12 the state. 13 * Sec. 23. The uncodified law of the State of Alaska is amended by adding a new section to 14 read: 15 APPLICABILITY. Notwithstanding the change made to AS 16.05.340(a)(17)(A)(iii) 16 by sec. 13 of this Act, the change made to AS 16.05.340(a)(23)(C) by sec. 17 of this Act, and 17 the change made to AS 16.05.400(b) by sec. 21 of this Act, a resident who was eligible for a 18 sport fishing, hunting, or trapping license exemption under AS 16.05.400(b), as that 19 subsection read before the effective date of this Act, shall continue to be eligible for the 20 exemption under AS 16.05.400(b), as that subsection read before the effective date of this 21 Act. 22 * Sec. 24. This Act takes effect January 1, 2016.
