00 CS FOR SENATE JOINT RESOLUTION NO. 21(2d FIN) 01 Proposing amendments to the Constitution of the State of Alaska to increase the number 02 of members on the judicial council; relating to the initial terms of new members 03 appointed to the judicial council; and relating to the confirmation of members of the 04 judicial council. 05 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. Article IV, sec. 8, Constitution of the State of Alaska, is amended to read: 07 Section 8. Judicial Council. The judicial council shall consist of ten 08 [SEVEN] members. Three attorney members shall be appointed for six-year terms by 09 the governing body of the organized state bar. Six [THREE] non-attorney members 10 shall be appointed for six-year terms by the governor. The three attorney members 11 and six non-attorney members shall be subject to confirmation by a majority of the 12 members of the legislature in joint session. Vacancies shall be filled for the unexpired 13 term in like manner. Appointments shall be made with due consideration to area 14 representation and without regard to political affiliation. The chief justice of the 15 supreme court shall be ex-officio the tenth [SEVENTH] member and chairman of the

01 judicial council. No member of the judicial council, except the chief justice, may hold 02 any other office or position of profit under the United States or the State. The judicial 03 council shall act by a majority vote [CONCURRENCE] of a quorum of at least 04 seven [FOUR OR MORE] members and according to rules which it adopts. 05 * Sec. 2. Article XV, Constitution of the State of Alaska, is amended by adding a new 06 section to read: 07 Section 30. Judicial Council Additional Members. If the 2014 amendment 08 increasing the membership of the judicial council (art. IV, sec. 8) is adopted, the first 09 term for the new non-attorney members of the judicial council shall be for two, four, 10 and six years respectively. 11 * Sec. 3. The amendments proposed by this resolution shall be placed before the voters of 12 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 13 State of Alaska, and the election laws of the state.
