Enrolled SJR 2: Commending and supporting actions taken by the Office of the Governor, the attorney general, and the commissioner of natural resources to protect the state from federal government incursion into the care and management of state resources and to promote the economic prosperity of the state; and urging the United States Congress and the President of the United States to limit federal government overreach into management of state resources.

00Enrolled SJR 2 01 Commending and supporting actions taken by the Office of the Governor, the attorney 02 general, and the commissioner of natural resources to protect the state from federal 03 government incursion into the care and management of state resources and to promote the 04 economic prosperity of the state; and urging the United States Congress and the President of 05 the United States to limit federal government overreach into management of state resources. 06 _______________ 07 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 08 WHEREAS the federal government is attempting some regulatory actions that are 09 adverse and contrary to the interests of the state and its citizens; and 10 WHEREAS the Office of the Governor, the attorney general, and the commissioner 11 of natural resources, with strong support by the Alaska State Legislature, have challenged the 12 federal government in court for its interpretation of the Endangered Species Act in its 13 expansive designation of critical habitat for polar bears, for restricting access to Alaska rivers, 14 for denying use of rights-of-way that are essential to access land in the state, and for taking

01 adverse actions against our timber interests, mining interests, and interests in development of 02 federal onshore and outer continental shelf oil and gas resources; and 03 WHEREAS, under art. VIII, sec. 1, Constitution of the State of Alaska, the policy of 04 the state is to encourage the development of its resources by making them available for 05 maximum use consistent with the public interest; and 06 WHEREAS actions taken by the state's executive and the Alaska State Legislature 07 seek to protect the state's rights and local self-governance of the people of the state and 08 promote a future of economic security and prosperity; 09 BE IT RESOLVED that the Alaska State Legislature commends and supports the 10 actions of the Office of the Governor, the attorney general, and the commissioner of natural 11 resources to protect the state from federal government interference with the state's right to be 12 the steward of and manage the state's natural resources and to promote the economic 13 prosperity of the state; and be it 14 FURTHER RESOLVED that the Alaska State Legislature urges the United States 15 Congress and the President of the United States to honor the state's equal footing with the 16 other states and recede from overextending federal authority into management of state 17 resources. 18 COPIES of this resolution shall be sent to the Honorable Barack Obama, President of 19 the United States; the Honorable Joseph R. Biden, Jr., Vice-President of the United States and 20 President of the U.S. Senate; the Honorable John Boehner, Speaker of the U.S. House of 21 Representatives; the Honorable Ron Wyden, Chair of the Energy and Natural Resources 22 Committee of the U.S. Senate; the Honorable Fred Upton, Chair of the Energy and Commerce 23 Committee of the U.S. House of Representatives; the Honorable Doc Hastings, Chair of the 24 Natural Resources Committee of the U.S. House of Representatives; and the Honorable Lisa 25 Murkowski and the Honorable Mark Begich, U.S. Senators, and the Honorable Don Young, 26 U.S. Representative, members of the Alaska delegation in Congress.
