01 "An Act providing for public school funding for Internet services; and providing for an                                 
02 effective date."                                                                                                        
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 14.03 is amended by adding a new section to read:                                                  
05            Sec. 14.03.127. Funding for Internet services. (a) A district in which one or                              
06       more schools qualify for a discounted rate for Internet services under the federal                                
07       universal services program is eligible to receive a base amount that is equal to the                              
08       applicant's share for each school of the Internet services for fiscal year 2014.                                  
09            (b)  Each fiscal year beginning in fiscal year 2015, in addition to the base                                 
10       amount paid under (a) of this section, a district is eligible to receive an adjustment to                         
11       the base amount for each school that is equal to the greater of                                                   
12                 (1)  10 percent of the amount paid under this section in the immediately                                
13       preceding fiscal year for Internet services; or                                                                   
14                 (2)  the amount needed to bring the base amount up to the applicant's                                   

01       share for 10 megabits a second of the Internet services.                                                          
02            (c)  If insufficient funding is appropriated to provide funding authorized under                             
03       (a) and (b) of this section, the state share shall be distributed pro rata to eligible school                     
04       districts.                                                                                                        
05            (d)  In this section,                                                                                        
06                 (1)  "applicant's share" means the difference between the cost of                                       
07       Internet services that are eligible for the discount under the federal universal services                         
08       program and the discount received for those services under the federal universal                                  
09       services program;                                                                                                 
10                 (2)  "federal universal services program" means the program                                             
11       established in 47 U.S.C. 254 and regulations implementing that section.                                           
12    * Sec. 2. This Act takes effect July 1, 2013.
