00 SPONSOR SUBSTITUTE FOR SENATE BILL NO. 47 01 "An Act relating to boarding schools operated by school districts; and providing for an 02 effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 14.16.200(a) is amended to read: 05 (a) A district that operates [, BEFORE JANUARY 1, 2005, BEGAN 06 OPERATING] a statewide or districtwide residential educational program for 07 students in grades nine through 12 that has been approved by the department under 08 regulations adopted by the board is eligible to receive a boarding stipend as 09 reimbursement for the costs incurred by the district in operating that program. To be 10 eligible for reimbursement for costs, a statewide or districtwide [THE DISTRICT- 11 OPERATED STATEWIDE] residential educational program operated by a district 12 must provide a suitable student dormitory and daily access to a public school offering 13 the appropriate grade level. 14 * Sec. 2. AS 14.16.200(b) is amended to read:

01 (b) Costs that may be claimed by a district for reimbursement under (a) of this 02 section are 03 (1) one round trip on the least expensive means of transportation 04 between the student's community of residence and the school during the school year if 05 the district expends money for the trip; and 06 (2) a per-pupil monthly stipend to cover room and board expenses as 07 determined by the department on a regional basis and not to exceed the following 08 amounts: 09 (A) for the Southeast Region (Region I), $1,230 [$410]; 10 (B) for the Southcentral Region (Region II), $1,200 [$400]; 11 (C) for the Interior Region (Region III), $1,452 [$484]; 12 (D) for the Southwest Region (Region IV), $1,509 [$503]; 13 (E) for the Northern Remote Region (Region V), $1,776 14 [$592]. 15 * Sec. 3. AS 14.16.200(d)(2) is amended to read: 16 (2) "[DISTRICT-OPERATED] statewide or districtwide residential 17 educational program" means a public school [OPERATED BY A SCHOOL 18 DISTRICT] for students in grades nine through 12 that provides education, room, and 19 board for a variable-length term or full school year without regard to the student's 20 district of residence. 21 * Sec. 4. AS 14.16.200 is amended by adding a new subsection to read: 22 (e) A district may cooperate with an Alaska Native organization, as defined in 23 20 U.S.C. 7546(2), or a nonprofit organization for the provision of room and board 24 services to students enrolled in a statewide or districtwide residential educational 25 program operated by a district. 26 * Sec. 5. AS 14.16.200(c) is repealed. 27 * Sec. 6. This Act takes effect immediately under AS 01.10.070(c).
