01 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature,                            
02 concerning Senate Bill No. 64, relating to theft and property offenses; relating to the                                 
03 definition of "prior convictions" for certain theft offenses; establishing the Alaska Criminal                          
04 Justice Commission and providing an expiration date; relating to the crime of custodial                                 
05 interference; relating to the duties of the Alaska Judicial Council; relating to jail-time credit                       
06 for offenders in court-ordered treatment programs; relating to conditions of release, probation,                        
07 and parole; relating to duties of the commissioner of corrections and board of parole;                                  
08 establishing a fund for reducing recidivism in the Department of Health and Social Services;                            
09 requiring the commissioner of health and social services to establish programs for persons on                           
10 conditions of release or probation that require testing for controlled substances and alcoholic                         
11 beverages; requiring the board of parole to establish programs for persons on parole that                               
12 require testing for controlled substances and alcoholic beverages; and relating to the duties of

03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                             
04      That under Rule 54, Uniform Rules of the Alaska State Legislature, the provisions of                               
05 Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, regarding                             
06 changes to the title of a bill, are suspended in consideration of Senate Bill No. 64, relating to                       
07 theft and property offenses; relating to the definition of "prior convictions" for certain theft                        
08 offenses; establishing the Alaska Criminal Justice Commission and providing an expiration                               
09 date; relating to the crime of custodial interference; relating to the duties of the Alaska                             
10 Judicial Council; relating to jail-time credit for offenders in court-ordered treatment programs;                       
11 relating to conditions of release, probation, and parole; relating to duties of the commissioner                        
12 of corrections and board of parole; establishing a fund for reducing recidivism in the                                  
13 Department of Health and Social Services; requiring the commissioner of health and social                               
14 services to establish programs for persons on conditions of release or probation that require                           
15 testing for controlled substances and alcoholic beverages; requiring the board of parole to                             
16 establish programs for persons on parole that require testing for controlled substances and
