00 HOUSE BILL NO. 157 01 "An Act relating to resident lifetime licenses for hunting, trapping, and sport fishing." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 16.05 is amended by adding a new section to read: 04 Sec. 16.05.347. Resident lifetime hunting, trapping, and sport fishing 05 licenses. (a) A natural person who is a resident, as determined under AS 16.05.415, is 06 eligible for a lifetime license under this section. The department shall issue resident 07 lifetime 08 (1) sport fishing licenses; 09 (2) hunting licenses; 10 (3) trapping licenses; 11 (4) hunting and trapping licenses; 12 (5) hunting and sport fishing licenses; and 13 (6) hunting, trapping, and sport fishing licenses. 14 (b) The license fee for a license provided under this section shall be 15 established by the department in regulation. The department shall set the cost of a

01 lifetime license issued to a resident under (a) of this section so that the total amount of 02 revenue collected by the department in issuing licenses under this section is not less 03 than the approximate amount of revenue that the department estimates it would 04 receive if the department were not to issue lifetime licenses under this section. The 05 department may consider an applicant's age in setting the fee for a lifetime license 06 issued under (a) of this section. 07 (c) The holder of a resident lifetime license issued under (a) of this section 08 shall pay the tag and permit fees required under AS 16.05.340. 09 * Sec. 2. AS 16.05.350(a) is amended to read: 10 (a) Licenses, permits, and tags required under AS 16.05.330 - 16.05.430, 11 except resident lifetime licenses, biennial licenses, triennial licenses, the nonresident 12 sport fishing licenses, the resident trapping license, the nonresident anadromous king 13 salmon tags, the waterfowl conservation tag, and permits having a different specified 14 expiration date, expire at the close of December 31 following issuance. 15 * Sec. 3. AS 16.05.350 is amended by adding a new subsection to read: 16 (f) A resident lifetime license issued under AS 16.05.347 expires if the 17 licensee no longer meets the residency requirements in AS 16.05.415. A person issued 18 a resident lifetime license under AS 16.05.347 shall notify the department if the person 19 (1) claims residency in another state, territory, or country; 20 (2) obtains benefits under a claim of residency in another state, 21 territory, or country; or 22 (3) no longer intends to remain in the state indefinitely and make a 23 home in the state.
