00 SENATE CS FOR CS FOR HOUSE BILL NO. 154(EDC) 01 "An Act relating to natural and cultural history repositories." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 14.57.010(a) is amended to read: 04 (a) The department shall manage and have complete charge of all of the 05 property contained in the institution known as the state museum. The museum is 06 designated as a repository of natural and cultural history collections and shall be 07 operated and maintained as a designated repository in the state capital. Branch 08 museums may be established and maintained in other localities in the state. 09 * Sec. 2. AS 14.57 is amended by adding a new section to read: 10 Sec. 14.57.012. Designated natural and cultural history repositories. (a) 11 The department may designate natural and cultural history repositories in addition to 12 the state museum as provided under this section. 13 (b) An institution located in the state that seeks designation as a natural and 14 cultural history repository may apply on a form and under procedures established by 15 the department in regulation. The procedures must include submission of evidence

01 acceptable to the department that the institution 02 (1) adheres to currently established criteria of collection preservation 03 and storage, including employment of long-term, professional, and systematic 04 curatorial services; 05 (2) ensures public access commensurate with the nature of the objects 06 of the collection in the repository; 07 (3) has a statewide scope of collection; 08 (4) has a statewide scope of knowledge dissemination; 09 (5) maintains a museum certification issued by a nationally recognized 10 entity; 11 (6) complies with 25 U.S.C. 3001 - 3013 (Native American Graves 12 Protection and Repatriation Act); and 13 (7) meets other standards established in regulation by the department. 14 (c) The department shall maintain a list of designated repositories. 15 (d) A repository may accept and expend funds from any available source, 16 including federal and state grants and donations, for the purpose of acquiring, 17 cataloging, curating, and preserving state natural and cultural history collections. 18 (e) A designation of a repository confers no acquisition, management, or other 19 rights to the department over the collections held by a designated repository. 20 (f) In this section, "institution" means a museum, cultural center, or an 21 affiliated research component of a museum or cultural center.
