01 "An Act allowing the issuance of a driver's license without a photograph on the grounds                                 
02 of religious objection."                                                                                                
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 28.15.111 is amended by adding a new subsection to read:                                           
05            (d)  The department shall provide a method by which an applicant may request                                 
06       an exemption from the requirement in (a) of this section that the applicant's driver's                            
07       license display a photograph. The method shall include a requirement that the                                     
08       applicant sign an affidavit affirming that the applicant's religious beliefs prohibit                             
09       photographic identification and affirming that the request is not made for the purpose                            
10       of fraud or concealment of the applicant's identity. If the department approves the                               
11       applicant's request, it shall endorse on the license the words "valid without                                     
12       photograph."
