00 CS FOR HOUSE JOINT RESOLUTION NO. 38(STA) 01 Requesting the United States Congress to call an Article V amendments convention to 02 propose an amendment to the Constitution of the United States requiring approval of a 03 majority of state legislatures to increase the federal debt. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 WHEREAS Article V of the Constitution of the United States provides authority for a 06 convention to be called by the Congress of the United States for the purpose of proposing 07 amendments to the Constitution of the United States upon application of two-thirds of the 08 legislatures of the several states--an amendments convention; and 09 WHEREAS the Alaska State Legislature supports the proposal and ratification of an 10 amendment to the Constitution of the United States that provides that an increase in the 11 federal debt requires approval from a majority of the legislatures of the separate states; 12 BE IT RESOLVED that the Alaska State Legislature respectfully applies for an 13 amendments convention to the Constitution of the United States, called for the purpose of 14 proposing an amendment that provides that an increase in the federal debt requires approval 15 from a majority of the legislatures of the separate states; and be it

01 FURTHER RESOLVED that the Alaska State Legislature requests that the 02 amendments convention requested by this application be entirely focused on and exclusively 03 limited to the subject matter of proposing for ratification an amendment to the Constitution of 04 the United States providing that an increase in the federal debt requires approval from a 05 majority of the legislatures of the separate states; and be it 06 FURTHER RESOLVED that this application constitutes a continuing application in 07 accordance with Article V of the Constitution of the United States until at least two-thirds of 08 the legislatures of the several states have made application for an equivalently limited 09 amendments convention. 10 COPIES of this resolution shall be sent to the Honorable Barack Obama, President of 11 the United States; the Honorable Joseph R. Biden, Jr., Vice-President of the United States and 12 President of the U.S. Senate; the Honorable Daniel K. Inouye, President pro tempore of the 13 U.S. Senate; the Honorable John Boehner, Speaker of the U.S. House of Representatives; the 14 Honorable Nancy Erickson, Secretary of the U.S. Senate; the Honorable Karen L. Haas, Clerk 15 of the U.S. House of Representatives; the Honorable Lisa Murkowski and the Honorable 16 Mark Begich, U.S. Senators, and the Honorable Don Young, U.S. Representative, members of 17 the Alaska delegation in Congress; and the presiding officers of the legislatures of each of the 18 other 49 states.
