HCR 21: Relating to conserving energy resources and reducing the state's energy costs by contacting organizations that represent state employees to determine if the organizations will agree to the exchange of an established annual paid state holiday for a new annual paid state holiday on the day after Thanksgiving Day, thereby allowing certain state-owned or state-leased buildings to be closed for a period of four consecutive days; and requesting the adoption of heating and electricity conservation measures for use when certain state-owned or state-leased buildings are closed.

00 HOUSE CONCURRENT RESOLUTION NO. 21 01 Relating to conserving energy resources and reducing the state's energy costs by 02 contacting organizations that represent state employees to determine if the organizations 03 will agree to the exchange of an established annual paid state holiday for a new annual 04 paid state holiday on the day after Thanksgiving Day, thereby allowing certain state- 05 owned or state-leased buildings to be closed for a period of four consecutive days; and 06 requesting the adoption of heating and electricity conservation measures for use when 07 certain state-owned or state-leased buildings are closed. 08 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 09 WHEREAS the availability of fuel and other energy resources is vital to the people of 10 Alaska; and 11 WHEREAS increasing efficiency in the use of fuel and other energy resources 12 conserves the availability of those resources; and 13 WHEREAS reducing the amount of heat and electricity used on state holidays to 14 operate buildings owned or leased by the state increases efficiency in the use of energy

01 resources; and 02 WHEREAS establishing a paid state holiday on the day after Thanksgiving Day 03 would allow the state to close certain state-owned or state-leased buildings for a period of four 04 consecutive days; and 05 WHEREAS closing certain state-owned or state-leased buildings for a period of four 06 consecutive days would conserve energy resources and save the state money on heating and 07 electrical costs; and 08 WHEREAS many private sector and government employers annually grant 09 employees paid leave from work on the day after Thanksgiving Day, and many private sector 10 and government employees take paid leave from work on that day; 11 BE IT RESOLVED that the Alaska State Legislature respectfully requests that the 12 Governor ask each organization that represents state employees to exchange one paid annual 13 state holiday established by contract, other than the last Thursday of each November, for the 14 contractual right to a new paid annual state holiday on the day after Thanksgiving Day; and be 15 it 16 FURTHER RESOLVED that the Alaska State Legislature respectfully requests the 17 Governor to develop and implement heating and electricity conservation measures for use 18 when certain state-owned or state-leased buildings are closed.
