HCR 12: Creating the Task Force on the Fiscal Future of Alaska as a joint legislative task force and relating to the task force.

00 HOUSE CONCURRENT RESOLUTION NO. 12 01 Creating the Task Force on the Fiscal Future of Alaska as a joint legislative task force 02 and relating to the task force. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS Alaska is rich in natural and human resources; and 05 WHEREAS the Alaska State Legislature is responsible for appropriating money to 06 support state programs, services, and capital projects; and 07 WHEREAS Alaskans benefit from per capita state government spending in the state 08 that is at least twice as high as the average per capita state government spending in other 09 states; and 10 WHEREAS approximately 90 percent of the state's revenue comes from sources 11 related to the extraction of nonrenewable petroleum resources from state-owned land; and 12 WHEREAS the total amount of potential state revenue from nonrenewable petroleum 13 resources in the state is finite; and 14 WHEREAS the Alaska State Legislature recognizes that Alaskans have a need, now 15 and in the future, for a government infrastructure and government programs and services; and 16 WHEREAS the House Fiscal Policy Subcommittee was established during the

01 Twenty-Sixth Alaska State Legislature as a subcommittee of the House Finance Committee; 02 and 03 WHEREAS a working group made up of private citizens met with the House Fiscal 04 Policy Subcommittee in 2010 following the Second Regular Session of the Twenty-Sixth 05 Alaska State Legislature and recommended that the house, the senate, and the governor seek 06 to align their respective plans regarding the fiscal future of the state; and 07 WHEREAS the citizens' working group also recommended that the legislature and 08 the governor engage publicly in a dialogue regarding how best to establish budgetary and 09 fiscal priorities for the state; and 10 WHEREAS the Alaska State Legislature relies on the people of the state to inform 11 legislative policies and decisions; and 12 WHEREAS the house of representatives has established the House Special 13 Committee on Fiscal Policy to examine the state's current and future fiscal situation and make 14 recommendations to ensure a sound fiscal future; 15 BE IT RESOLVED that the Alaska State Legislature creates the Task Force on the 16 Fiscal Future of Alaska as a joint legislative task force consisting of 14 members to be 17 appointed as follows: 18 (1) two senators appointed by the president of the senate; 19 (2) two representatives appointed by the speaker of the house of 20 representatives; 21 (3) the commissioner of revenue or the commissioner's designee; 22 (4) the director of the office of management and budget in the Department of 23 Administration or the director's designee; 24 (5) the director of the Institute of Social and Economic Research at the 25 University of Alaska or the director's designee; 26 (6) one person representing Commonwealth North; 27 (7) the commissioner of transportation and public facilities or the 28 commissioner's designee; 29 (8) one person who works in the banking profession in the state, appointed 30 jointly by the president of the senate and the speaker of the house of representatives; 31 (9) one person who works in a resource development profession in the state,

01 appointed jointly by the president of the senate and the speaker of the house of 02 representatives; 03 (10) one person who works in the marketing profession in the state, appointed 04 jointly by the president of the senate and the speaker of the house of representatives; 05 (11) one person who is a professional in the area of economic development, 06 appointed jointly by the president of the senate and the speaker of the house of 07 representatives; and 08 (12) one person who is a member of the Alaska State Chamber of Commerce, 09 appointed jointly by the president of the senate and the speaker of the house of 10 representatives; and be it 11 FURTHER RESOLVED that the duties of the task force include 12 (1) to recommend to the legislature means through which the legislature may 13 foster ongoing dialogue, within the legislature and between the legislature and the public, 14 regarding state fiscal policy; 15 (2) to help create opportunities for public dialogue regarding the state's fiscal 16 future; 17 (3) to submit draft legislation and other material to the House Special 18 Committee on Fiscal Policy and make policy recommendations to that committee; and 19 (4) to prepare and make available to the public and the legislature 20 informational materials for use in public dialogue about the state's fiscal future; and be it 21 FURTHER RESOLVED that the task force may meet during or between legislative 22 sessions; and be it 23 FURTHER RESOLVED that, within the five days preceding January 21, 2012, 24 January 21, 2013, and December 6, 2013, the task force shall provide a written report to the 25 legislature on the activities of the task force; and be it 26 FURTHER RESOLVED that the task force shall terminate on December 31, 2013.
