00 SENATE JOINT RESOLUTION NO. 8 01 Proposing amendments to the Constitution of the State of Alaska relating to a program 02 of honorarium payments for Alaska residents who were residents of the Territory of 03 Alaska. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Article I, sec. 23, Constitution of the State of Alaska, is amended to read: 06 Section 23. Resident Preference; Honorarium Payments. (a) This 07 constitution does not prohibit the State from granting preferences, on the basis of 08 Alaska residence, to residents of the State over nonresidents to the extent permitted by 09 the Constitution of the United States. 10 * Sec. 2. Article I, sec. 23, Constitution of the State of Alaska, is amended by adding a new 11 subsection to read: 12 (b) This constitution does not prohibit the State from establishing by law an 13 honorarium program under which payments are made to Alaska residents who were, at 14 some time, residents of the Territory of Alaska before statehood. 15 * Sec. 3. The amendments proposed by this resolution shall be placed before the voters of

01 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 02 State of Alaska, and the election laws of the state.
