00 SENATE BILL NO. 83 01 "An Act repealing the governor's committee on employment of people with disabilities; 02 creating the state vocational rehabilitation committee and relating to the committee; and 03 providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 23.15.220 is amended to read: 06 Sec. 23.15.220. Purpose. The purpose of AS 23.15.220 - 23.15.320 is to create 07 a state vocational rehabilitation committee [GOVERNOR'S COMMITTEE ON 08 EMPLOYMENT OF PEOPLE WITH DISABILITIES] for Alaska to carry on a 09 continuing program to promote the employment of people of the state with disabilities 10 by creating statewide interest in the rehabilitation and employment of people with 11 disabilities, and by obtaining and maintaining cooperation with public and private 12 groups and individuals in this field. 13 * Sec. 2. AS 23.15.230 is amended to read: 14 Sec. 23.15.230. Appointment of committee. The state vocational
01 rehabilitation [GOVERNOR'S] committee consists of [NOT MORE THAN 12] 02 members appointed by the governor for staggered terms not exceeding three years. 03 The number of members and composition of the committee must be consistent 04 with the requirements of 29 U.S.C. 725 and 29 U.S.C. 3001, as amended [THE 05 COMMITTEE SHALL BE COMPOSED OF STATE LEADERS OF INDUSTRY, 06 BUSINESS, AGRICULTURE, LABOR, VETERANS, WOMEN, RELIGIOUS, 07 EDUCATIONAL, CIVIC, FRATERNAL, WELFARE, SCIENTIFIC, MILITARY, 08 MEDICAL, AND OTHER PROFESSIONS, OR AS MANY OF THESE AND LIKE 09 CATEGORIES AS MAY BE FEASIBLY REPRESENTED]. A member may be 10 reappointed and a vacancy shall be filled by the governor. 11 * Sec. 3. AS 23.15.240 is amended to read: 12 Sec. 23.15.240. Selection [APPOINTMENT] and term of chair. The chair 13 shall be selected by the members of the committee from among the voting 14 members of the committee, subject to the disapproval of the governor. The chair 15 shall serve [GOVERNOR SHALL APPOINT A CHAIR OF THE COMMITTEE 16 WHO SERVES AS CHAIR] for one year or until a successor is selected 17 [APPOINTED]. 18 * Sec. 4. AS 23.15.260 is amended to read: 19 Sec. 23.15.260. Meetings. The committee shall meet four times a year 20 [ANNUALLY], but at the request of the governor special meetings may be called. 21 Meetings may be conducted telephonically. 22 * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to 23 read: 24 TRANSITION: MEMBERS OF THE GOVERNOR'S COMMITTEE ON 25 EMPLOYMENT OF PEOPLE WITH DISABILITIES. A member of the governor's 26 committee on employment of people with disabilities on the day before the effective date of 27 this Act, continues to serve as a member of state vocational rehabilitation committee, created 28 by AS 23.15.220, as amended by sec. 1 of this Act, if the Department of Labor and Workforce 29 Development finds that the member meets eligibility requirements under AS 23.15.230, as 30 amended by sec. 2 of this Act. The member who continues service under this section after the 31 effective date of this Act
01 (1) serves until the member's term would have expired as a member of the 02 governor's committee on employment of people with disabilities; and 03 (2) may apply to the governor for reappointment on the state vocational 04 rehabilitation committee after the term expires. 05 * Sec. 6. The uncodified law of the State of Alaska is amended by adding a new section to 06 read: 07 REVISOR'S INSTRUCTION. The revisor of statutes shall change the heading of art. 08 2 of AS 23.15 from "Governor's Committee on Employment of People with Disabilities" to 09 "State Vocational Rehabilitation Committee." 10 * Sec. 7. This Act takes effect immediately under AS 01.10.070(c).
