01 "An Act relating to an awareness fund and monetary donation program for blood                                           
02 donations."                                                                                                             
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 13.50.160(d) is amended to read:                                                                   
05            (d)  Money in the fund may be appropriated by the legislature to an                                          
06       organization for the purpose of promoting the donation programs established in                                    
07       AS 13.50.100 - 13.50.190 [AS 13.50] and AS 13.52.                                                             
08    * Sec. 2. AS 13.50 is amended by adding new sections to read:                                                      
09                     Article 3. Blood Donation Program.                                                                
10            Sec. 13.50.200. Monetary donation program for blood donations. (a) An                                      
11       applicant for a motor vehicle or identification document may donate $1 or more to the                             
12       fund to promote blood donations in the state. The donation is voluntary and may be                                
13       declined by the applicant. The department shall make available to all applicants                                  
14       information on the importance of making blood donations.                                                          

01            (b)  The department shall collect the donations made under (a) of this section                               
02       and credit the donations to the fund. At least quarterly, the department shall transfer                           
03       the donations to the fund.                                                                                        
04            (c)  The department shall ask each applicant for a motor vehicle or                                          
05       identification document whether the applicant is interested in making the donation                                
06       under (a) of this section.                                                                                        
07            (d)  In this section, "motor vehicle or identification document" has the meaning                             
08       given in AS 13.50.190.                                                                                            
09            Sec. 13.50.210. Blood donation awareness fund. (a) The blood donation                                      
10       awareness fund is established. The fund consists of all donations made under                                      
11       AS 13.50.200, other donations to the fund for a purpose identified under (b) of this                              
12       section, and appropriations made to the fund.                                                                     
13            (b)  The purposes of the fund are to promote blood donations in the state and to                             
14       administer the monetary donation program established under AS 13.50.200.                                          
15            (c)  Money in the fund may be appropriated by the legislature to an                                          
16       organization for the purpose of promoting blood donations.                                                        
17            (d)  Money appropriated to the fund may be spent for the purposes of the fund                                
18       without further appropriation. Money appropriated to the fund does not lapse.                                     
19            Sec. 13.50.290. Definitions. In AS 13.50.200 - 13.50.290,                                                  
20                 (1)  "department" means the Department of Administration;                                               
21                 (2)  "fund" means the blood donation awareness fund established in                                      
22       AS 13.50.210.
