01 "An Act relating to the membership of the Alaska Industrial Development and Export                                      
02 Authority."                                                                                                             
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 44.88.030(a) is amended to read:                                                                   
05            (a)  The membership of the authority consists of                                                             
06                 (1)  the commissioner of revenue [AND THE COMMISSIONER OF                                               
07       COMMERCE, COMMUNITY, AND ECONOMIC DEVELOPMENT]; and                                                           
08                 (2)  four [ONE OTHER PERSON APPOINTED BY THE                                                        
09       GOVERNOR WHO SERVES AS THE HEAD OF A PRINCIPAL DEPARTMENT                                                         
10       OF THE EXECUTIVE BRANCH; AND                                                                                      
11                 (3)  TWO] public members appointed by the governor each of whom                                     
12       has expertise in private sector business and possesses demonstrated leadership                                
13       skills.                                                                                                       
14    * Sec. 2. AS 44.88.030(b) is amended to read:                                                                      

01            (b)  If the commissioner of revenue [A MEMBER DESCRIBED IN (a)(1)                                        
02       OR (a)(2) OF THIS SECTION] is unable to attend a meeting of the authority, the                                    
03       commissioner [MEMBER] may by an instrument in writing filed with the authority,                               
04       designate a deputy or assistant to act in the commissioner's [MEMBER'S] place as a                            
05       member at the meeting. For all purposes of this chapter, the designee is a member of                              
06       the authority at the meeting.                                                                                     
07    * Sec. 3. AS 44.88.030(c) is amended to read:                                                                      
08            (c)  Public members [MEMBERS] of the authority described in (a)(2) [AND                                  
09       (a)(3)] of this section serve two-year terms.                                                                     
10    * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to                          
11 read:                                                                                                                   
12       ALASKA INDUSTRIAL DEVELOPMENT AND EXPORT AUTHORITY;                                                               
13 TRANSITION. The two additional public members appointed to the Alaska Industrial                                        
14 Development and Export Authority under AS 44.88.030(a), as amended by sec. 1 of this Act,                               
15 who are appointed after the effective date of this Act shall serve staggered terms as follows:                          
16            (1)  one member shall serve a one-year term;                                                                 
17            (2)  one member shall serve a two-year term.
