00 HOUSE BILL NO. 360 01 "An Act relating to the provision of information regarding a student by a school district 02 to the Department of Military and Veterans' Affairs, Alaska Challenge Youth 03 Academy." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 14.30 is amended by adding a new section to read: 06 Sec. 14.30.745. Provision of student information to academy. (a) Except as 07 provided in (b) of this section, on or before January 15 and July 15 of each year, a 08 school district shall provide to the director of the Alaska Challenge Youth Academy, 09 operated by the Department of Military and Veterans' Affairs for the purpose of 10 educating and training youth, a biannual report containing the name, last known 11 address, and dates of attendance of a student who 12 (1) is at least 15 years of age but less than 19 years of age; 13 (2) was enrolled but is no longer enrolled in a school in the district; 14 (3) has not provided school transfer or graduation information to a

01 school in the district; and 02 (4) has not received a high school diploma or general educational 03 development certificate. 04 (b) Before a school district provides information about a student as provided 05 in (a) of this section, the district shall provide a written notice to the parent or guardian 06 of the student, or, if the student is at least 18 years of age, to the student, of the 07 disclosure of the information and provide an opportunity to object to the disclosure. If 08 an objection is provided in writing within 10 business days after the notice is mailed, 09 the district may not provide the information. 10 (c) The official to whom the information in (a) of this section is provided shall 11 certify in writing to the school district providing the information that the information 12 will not be disclosed to any other party except as necessary to recruit and retain 13 students. 14 (d) In this section, "district" has the meaning given in AS 14.17.990. 15 * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to 16 read: 17 ALASKA CHALLENGE YOUTH ACADEMY INFORMATION; 18 APPLICABILITY. AS 14.30.745, added by sec. 1 of this Act, applies to students who were 19 expelled from or who dropped out of school on or after September 1, 2010.
