01 "An Act relating to the membership and voting privileges of members of the Statewide                                    
02 Suicide Prevention Council; extending the termination date of the Statewide Suicide                                     
03 Prevention Council; and providing for an effective date."                                                               
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1. AS 44.29.300 is amended to read:                                                                      
06            Sec. 44.29.300. Council established. There is established in the Department of                             
07       Health and Social Services the Statewide Suicide Prevention Council, consisting of 16                         
08       [15] members, as follows:                                                                                         
09                 (1)  two members of the senate, appointed by the president of the senate                                
10       [, ONE OF WHOM SHALL BE A MEMBER OF THE MAJORITY AND ONE OF                                                       
11       WHOM SHALL BE A MEMBER OF THE MINORITY];                                                                          
12                 (2)  two members of the house of representatives, appointed by the                                      
13       speaker of the house of representatives, [ONE OF WHOM SHALL BE A MEMBER                                           
14       OF THE MAJORITY AND ONE OF WHOM SHALL BE A MEMBER OF THE                                                          

01       MINORITY];                                                                                                        
02                 (3)  12 [11] members appointed by the governor, as follows:                                         
03                      (A)  two persons who are employed in the executive branch of                                       
04            state government, one of whom shall represent the Department of Health                                   
05            and Social Services and one of whom shall represent the Department of                                    
06            Education and Early Development;                                                                         
07                      (B)  one member of the Advisory Board on Alcoholism and                                            
08            Drug Abuse;                                                                                                  
09                      (C)  one member of the Alaska Mental Health Board;                                                 
10                      (D)  one person recommended by the Alaska Federation of                                            
11            Natives, Inc.;                                                                                               
12                      (E)  one person who is an employee of [A COUNSELOR IN] a                                       
13            secondary school;                                                                                            
14                      (F)  one person [ADULT] who is active in a [STATEWIDE]                                         
15            youth organization;                                                                                          
16                      (G)  one person who has experienced the death by suicide of a                                      
17            member of the person's family;                                                                               
18                      (H)  one person who resides in a rural community in the state                                      
19            that is not connected by road or the Alaska marine highway to the main road                                  
20            system of the state;                                                                                         
21                      (I)  one person who is a member of the clergy; [AND]                                               
22                      (J)  one person who is enrolled in grade nine, 10, 11, or 12 of                                
23            a secondary school in the state; and                                                                     
24                      (K)  one public member [UNDER THE AGE OF 18].                                                  
25    * Sec. 2. AS 44.29.300 is amended by adding a new subsection to read:                                              
26            (b)  Members of the council appointed under (a)(1) and (2) of this section are                               
27       nonvoting members.                                                                                                
28    * Sec. 3. AS 44.29.330(a) is amended to read:                                                                      
29            (a)  The council, by a majority of its voting membership, shall annually elect a                         
30       presiding officer and other officers it considers necessary from among its membership.                            
31    * Sec. 4. AS 44.29.340 is amended by adding a new subsection to read:                                              

01            (b)  Seven voting members of the council constitute a quorum for the                                         
02       transaction of business and the exercise of the powers and duties of the council.                                 
03    * Sec. 5. AS 44.66.010(a)(8) is amended to read:                                                                   
04                 (8)  Statewide Suicide Prevention Council (AS 44.29.300) - June 30,                                     
05       2013 [2009];                                                                                                  
06    * Sec. 6. This Act takes effect immediately under AS 01.10.070(c).
