00 HOUSE BILL NO. 39 01 "An Act relating to open meetings guidelines for legislative bodies; and providing for an 02 effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 24.60.037(e) is amended to read: 05 (e) A legislative body may hold an executive session only for the reasons 06 permitted under Rule 22(b), Uniform Rules of the Alaska State Legislature, and 07 in accordance with the procedure applicable to committees under Rule 22(c), 08 Uniform Rules of the Alaska State Legislature. In cases where there are conflicts 09 between the open meetings guidelines established in this section [THESE 10 GUIDELINES] and the uniform rules [ADOPTED BY THE ALASKA STATE 11 LEGISLATURE], the uniform rules prevail. 12 * Sec. 2. AS 24.60.037(g)(2) is amended to read: 13 (2) "legislative body" 14 [(A)] includes
01 (A) [(i)] the senate; 02 (B) [(ii)] the house of representatives; 03 (C) [(iii)] the senate and the house of representatives meeting 04 in joint session; 05 (D) [(iv)] a committee of the legislature, including [OTHER 06 THAN] the Committee on Committees, [BUT INCLUDING] a standing 07 committee, a special committee, a joint committee, a conference or free 08 conference committee, a committee of the whole, and a permanent interim 09 committee; 10 (E) [(v)] a legislative commission, task force, or other group 11 established by statute or resolution; or 12 (F) [(vi)] a caucus of members of one or more of the bodies set 13 out in (A) - (E) of this paragraph [(i) - (v) OF THIS SUBPARAGRAPH]; 14 [(B) DOES NOT INCLUDE 15 (i) ANY COMMITTEE OR GROUP OF 16 LEGISLATORS CONSIDERING ONLY MATTERS INVOLVING 17 THE ORGANIZATION OF A COMMITTEE OR A HOUSE OF THE 18 LEGISLATURE, INCLUDING SELECTION OF LEGISLATIVE 19 OFFICERS; 20 (ii) ANY COMMITTEE OR GROUP OF 21 LEGISLATORS AND THE GOVERNOR OR STAFF OF THE 22 OFFICE OF THE GOVERNOR; 23 (iii) LEGISLATIVE LEADERSHIP MEETINGS; 24 (iv) OFFICERS OF A CAUCUS;] 25 * Sec. 3. AS 24.60.037(c) is repealed. 26 * Sec. 4. This Act takes effect immediately under AS 01.10.070(c).
