00 SENATE CONCURRENT RESOLUTION NO. 1 01 Proposing amendments to the Uniform Rules of the Alaska State Legislature relating to 02 consideration by a committee during the interim between sessions of a measure referred 03 to it. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Rule 23(e), Uniform Rules of the Alaska State Legislature, is amended to read: 06 (e) The provisions of (a) - (d) of this rule do not apply to meetings of 07 (1) the Rules Committee when it meets for the purpose of preparing 08 the daily calendar; 09 (2) the Committee on Committees referred to in Rule 1(e); or 10 (3) a standing, special, or joint committee [COMMITTEES] when the 11 committee meets during the interim between sessions; however, at least 30 days' 12 public notice that includes the subject and number of the measure must be 13 provided before the committee may meet to consider a measure that has been 14 referred to it. 15 * Sec. 2. Rule 24, Uniform Rules of the Alaska State Legislature, is amended by adding a

01 new subsection to read: 02 (e) A standing or special committee may report a measure from committee 03 during the interim between sessions only if the measure has a subsequent referral or 04 referrals of record. A committee member may participate telephonically or by 05 teleconference in a vote to report a measure from committee under this subsection and, 06 if the vote is adopted, direct the chair to sign the committee report on behalf of the 07 member and indicate on the report the member's recommendation. The direction to 08 the chair shall be given in such a manner that the public and other committee members 09 may know its contents. A measure that is reported out during the interim between 10 sessions shall be delivered by the committee chair to the chief clerk or secretary, as 11 appropriate, to be taken up when the house next convenes in regular session.
