00 SENATE BILL NO. 309 01 "An Act establishing a construction trades training grant program for award by the 02 Department of Labor and Workforce Development, providing for special employee 03 unemployment contributions to fund the program and an offsetting credit against the 04 employees' general unemployment contribution, and providing for an expiration date 05 for the program, contributions, and credit; and providing for an effective date." 06 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 07 * Section 1. AS 23.15 is amended by adding a new section to article 8 to read: 08 Sec. 23.15.815. Special employee unemployment contributions for 09 construction trades training grant. (a) In the manner provided in AS 23.20, the 10 department shall collect from each employee an amount equal to one-tenth of one 11 percent of the wages, as set out in AS 23.20.175, on which the employee is required to 12 make contributions under AS 23.20.290(d). The department shall remit to the 13 Department of Revenue, in accordance with AS 37.10.050, money collected under this

01 subsection. The amount collected under this subsection is in addition to the amount 02 collected under AS 23.15.835. 03 (b) Notwithstanding AS 23.20.290(d), the department shall credit each 04 employee with an amount equal to the amount collected from the employee under (a) 05 of this section against unemployment contributions owed by the employee under 06 AS 23.20. 07 (c) The Department of Labor and Workforce Development shall assess and 08 collect, under AS 23.20.185 - 23.20.275, interest and penalties for delinquent reports 09 and payments due under this section. Interest and penalties collected shall be handled 10 in accordance with AS 23.20.130(d). 11 (d) Amounts, interest, and penalties collected under this section may be 12 appropriated under AS 37.05.316(a) to the Department of Labor and Workforce 13 Development for a grant to Alaska Works Partnership, Inc., or a successor nonprofit 14 corporation the principal purpose of which is providing training statewide in the 15 construction trades, for the training of resident workers for construction jobs and 16 construction job apprenticeships in the heavy construction, highway construction, 17 building construction, and oil or gas pipeline construction. 18 (e) The Department of Labor and Workforce Development shall require a 19 grantee under this section to provide to the department, by November 1 of each year 20 during the term of the grant, a report describing the grantee's performance under the 21 grant. 22 * Sec. 2. AS 23.15.815 is repealed July 1, 2012. 23 * Sec. 3. This Act takes effect July 1, 2006.
