01 "An Act making special appropriations to promote the opening of the Arctic National                                     
02 Wildlife Refuge for oil and gas exploration and development; and providing for an                                       
03 effective date."                                                                                                        
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1.  The uncodified law of the State of Alaska is amended by adding a new section                         
06 to read:                                                                                                                
07       INTENT.  It is the intent of the Alaska State Legislature that Arctic Power coordinate                            
08 with the Alaska Delegation in Congress and the Office of the Governor in the development of                             
09 an educational effort to promote the opening of the Arctic National Wildlife Refuge to oil                              
10 exploration and development.                                                                                            
11    * Sec. 2.  GRANT TO ARCTIC POWER.  (a)  The sum of $1,100,000 is appropriated from                                 
12 the general fund to the Department of Commerce, Community, and Economic Development                                     
13 for payment as a grant under AS 37.05.316 to Arctic Power for education efforts from                                    
14 January 1, 2005, until June 30, 2005, inclusive, to open the coastal plain of the Arctic                                

01 National Wildlife Refuge for oil and gas exploration and development.                                                   
02       (b)  Arctic Power shall submit monthly detailed progress reports of activities and                                
03 expenditures of state funds by the first day of the second month following the month of                                 
04 expenditure to the Alaska Congressional Delegation, the Governor of the State of Alaska, and                            
05 the members of the Alaska State House of Representatives and the Alaska State Senate.                                   
06    * Sec. 3.  GRANT TO NATIVE VILLAGE OF KAKTOVIK.  The sum of $100,000 is                                            
07 appropriated from the general fund to the Department of Commerce, Community, and                                        
08 Economic Development for payment as a grant under AS 37.05.316 to the Native Village of                                 
09 Kaktovik for support of the education efforts undertaken by Arctic Power to open the coastal                            
10 plain of the Arctic National Wildlife Refuge for oil and gas exploration and development.                               
11    * Sec. 4.  The appropriation made by sec. 3 of this Act lapses June 30, 2009.                                      
12    * Sec. 5.  This Act takes effect immediately under AS 01.10.070(c).
