00 HOUSE JOINT RESOLUTION NO. 301 01 Proposing amendments to the Constitution of the State of Alaska requiring legislative 02 approval of certain state contracts for the development of natural gas resources. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article VIII, Constitution of the State of Alaska, is amended by adding a new 05 section to read: 06 Section 19. Natural Gas Contracts. A state contract for the development of 07 natural gas resources that obligates the state to make at least $1,000,000,000 in 08 expenditures is subject to approval by a resolution adopted by a majority of the 09 membership of each house of the legislature. 10 * Sec. 2. Article XV, Constitution of the State of Alaska, is amended by adding a new 11 section to read: 12 Section 30. Applicability of 2006 Addition Relating to Legislative 13 Approval of Development of Natural Gas Resource Contracts. Section 19 of 14 Article VIII is retroactive to June 30, 2006, and applies to contracts and agreements 15 described in that section that are entered into on or after July 1, 2006. 16 * Sec. 3. The amendments proposed by this resolution shall be placed before the voters of
