00 HOUSE BILL NO. 165 01 "An Act relating to birth certificates for foreign-born adopted persons." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 18.50.211(c) is amended to read: 04 (c) A certificate of birth issued under this section shall be in a form prescribed 05 by the state registrar and, if issued 06 (1) before the effective date of this Act, shall state that it is not 07 evidence of United States citizenship; 08 (2) on or after the effective date of this Act, may not include any 09 statement that the certificate is not evidence of United States citizenship. 10 * Sec. 2. AS 18.50.211(d) is amended to read: 11 (d) Upon proof of naturalization, an amended certificate of birth shall be 12 issued under this section that deletes the statement set out in (c)(1) of this section that 13 the certificate is not evidence of United States citizenship. 14 * Sec. 3. AS 18.50.211 is amended by adding a new subsection to read: 15 (e) Notwithstanding the requirements of (c) and (d) of this section, the state

01 registrar shall issue an amended certificate of birth that deletes the statement set out in 02 (c)(1) of this section that the certificate is not evidence of United States citizenship if 03 (1) the adopted person or the person's adoptive parent or guardian 04 requests the deletion of the statement; and 05 (2) the birth certificate was issued under this section by the state 06 registrar after February 27, 2001, and before the effective date of this Act.
