00 HOUSE BILL NO. 144 01 "An Act authorizing an advisory vote on whether income of the Alaska permanent fund 02 in the earnings reserve account should be used for a community dividend program." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 05 to read: 06 ADVISORY VOTE. At the next general election, in compliance with the election 07 laws of the state, the lieutenant governor shall place before the qualified voters of the state a 08 question advisory to the legislature and the governor. Notwithstanding AS 15.60.005 relating 09 to preparation of the ballot proposition, the question shall appear on the ballot in the following 10 form: 11 Q U E S T I O N 12 The community dividend program, if it is established, would annually 13 use $150,000,000, adjusted for inflation, to pay a community dividend to each 14 municipality and to each unincorporated community in the unorganized

01 borough. Each municipality would receive $50,000, and each unincorporated 02 community would receive $25,000. The remaining balance would be shared 03 by each municipality on a per capita basis. The community dividend could be 04 used for any public purpose by the municipality or community. 05 The community dividend program would be funded with income from 06 the Alaska permanent fund that is in the earnings reserve account. 07 Appropriations for the community dividend program would be made only after 08 appropriations are made each year to fund the permanent fund dividend 09 program and to provide for inflation-proofing the principal of the Alaska 10 permanent fund. 11 Shall the legislature appropriate $150,000,000, adjusted for inflation, 12 annually from the income of the Alaska permanent fund that is in the earnings 13 reserve account for the community dividend program? 14 Yes [ ] No [ ]
