00 CS FOR HOUSE BILL NO. 45(STA) 01 "An Act relating to lobbyists and campaign disclosure; and providing for an effective 02 date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 15.13.040(b) is amended to read: 05 (b) Except as provided in (l) of this section, each group shall make a full 06 report, by electronic means upon a form prescribed by the commission, listing 07 (1) the name and address of each officer and director; 08 (2) the aggregate amount of all contributions made to it; 09 (3) for contributions 10 (A) up to and including $100 in the aggregate during a 11 calendar year, the name, address, date, and amount contributed by each 12 contributor; 13 (B) in excess of $100 and up to and including $250 in the 14 aggregate during a calendar year, the name, address, date, principal
01 occupation, and amount contributed by each contributor; 02 (C) [AND, FOR CONTRIBUTIONS] in excess of $250 in the 03 aggregate during a calendar year, the name, address, date, principal 04 occupation, [AND] employer, and amount contributed by each [OF THE] 05 contributor; 06 (4) the date and amount of all contributions made by it and all 07 expenditures made, incurred, or authorized by it. 08 * Sec. 2. AS 24.45.171(10) is amended to read: 09 (10) "lobbyist" means a person who 10 (A) engages in the business, occupation, or profession of 11 influencing legislative or administrative action; or 12 (B) receives wages or other economic consideration, including 13 reimbursement of travel and living expenses, to communicate directly with any 14 public official 15 (i) for the express purpose of influencing legislative or 16 administrative action; and 17 (ii) during more than 16 [40] hours in any 30-day 18 period in one calendar year; 19 * Sec. 3. This Act takes effect January 1, 2007.
