01 "An Act amending the definition of the term 'lobbyist' in the Regulation of Lobbying                                    
02 Act; and providing for an effective date."                                                                              
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 24.45.171(10) is amended to read:                                                                 
05                 (10)  "lobbyist" means a person who                                                                   
06                      (A)  is employed and receives payments, or who contracts                                       
07            for economic consideration, including reimbursement for reasonable                                       
08            travel and living expenses, to communicate directly or through the                                       
09            person's agents with any public official for the purpose of influencing                                  
10            legislative or administrative action for more than 10 hours in any 30-day                                
11            period in one calendar year; or                                                                          
12                      (B)  represents the person as engaging [ENGAGES] in the                                        
13            influencing of legislative or administrative action as a business, occupation,                           
14            or profession [OF INFLUENCING LEGISLATIVE OR ADMINISTRATIVE                                                  

01            ACTION; OR                                                                                                   
02                      (B)  RECEIVES WAGES OR OTHER ECONOMIC                                                              
03            CONSIDERATION, INCLUDING REIMBURSEMENT OF TRAVEL AND                                                         
04            LIVING EXPENSES, TO COMMUNICATE DIRECTLY WITH ANY                                                            
05            PUBLIC OFFICIAL                                                                                              
06                           (i)  FOR THE EXPRESS PURPOSE OF                                                               
07                 INFLUENCING LEGISLATIVE OR ADMINISTRATIVE ACTION;                                                       
08                 AND                                                                                                     
09                           (ii)  DURING MORE THAN 40 HOURS IN ANY 30-                                                    
10                 DAY PERIOD IN ONE CALENDAR YEAR];                                                                       
11    * Sec. 2.  This Act takes effect immediately under AS 01.10.070(c).
