01 Relating to a commemorative veterans' license plate; and providing for an effective date.

03    * Section 1.  AS 28.10.181 is amended by adding a new subsection to read:                                          
04            (w)  Special request plates commemorating Alaska veterans.  Upon application                                 
05       by the owner of a passenger vehicle, van, pick-up truck, or motor home, the                                       
06       department may issue registration plates commemorating Alaska veterans.  The                                      
07       commissioner shall determine the design and color of plates commemorating Alaska                                  
08       veterans.  The department may disapprove the issuance of registration plates under this                           
09       subsection when the requested plates are a duplication of an existing registration.                               
10    * Sec. 2.  AS 28.10.421(d) is amended by adding a new paragraph to read:                                           
11                 (16)  special request plates commemorating Alaska veterans ...... $100                                  
12       plus a fee of $35 and the fee required for that vehicle under (b)(1) or (2) of this                               
13       section; the $100 fee required by this paragraph shall be collected only on the first                             

01       issuance of and the replacement of the commemorative veterans' plates; the $35 fee                                
02       required by this paragraph shall be collected biennially in the same manner as the fee                            
03       required under (b)(1) or (2) of this section; the commissioner of administration shall                            
04       separately account for the fees received under this paragraph that the department                                 
05       deposits in the general fund; notwithstanding (g) of this section, the annual estimated                           
06       balance in the account that is in excess of the cost of issuing special request plates may                        
07       be appropriated by the legislature for the support of programs benefiting Alaska                                  
08       veterans.                                                                                                         
09    * Sec. 3.  This Act takes effect July 1, 2003.
