00 SENATE CS FOR HOUSE JOINT RESOLUTION NO. 36(RES) 01 Requesting the National Park Service to mitigate the adverse economic effects of 02 commercial fishing closures and restrictions in Glacier Bay National Park and Preserve. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 WHEREAS the marine waters of Glacier Bay National Park and Preserve have 05 provided sustainable fisheries for Alaska commercial fishermen and have provided an 06 economic base for communities in Southeast Alaska; and 07 WHEREAS the State of Alaska has historically managed the commercial fisheries in 08 Glacier Bay National Park and Preserve in a sound and productive manner; and 09 WHEREAS the Alaska Commercial Fisheries Entry Commission has implemented a 10 commercial fisheries entry program for the major commercial fisheries that are conducted in 11 Glacier Bay National Park and Preserve; and 12 WHEREAS the federal government through the National Park Service has 13 implemented closures and restrictions on commercial fishing in the marine waters of Glacier 14 Bay National Park and Preserve; and 15 WHEREAS the closures and restrictions on commercial fishing in the marine waters 16 of Glacier Bay National Park and Preserve have negatively affected commercial fishermen

01 and their dependents, crewmembers, businesses, and communities in Southeast Alaska that 02 directly and indirectly relied upon commercial fisheries for their livelihood and economic 03 base; and 04 WHEREAS the National Park Service purchases, leases, or charters vessels for 05 research, enforcement, operations, maintenance, and administration in Glacier Bay National 06 Park and Preserve; and 07 WHEREAS the National Park Service also purchases equipment, materials, lodging, 08 and services for the operation, maintenance, and administration of Glacier Bay National Park 09 and Preserve; 10 BE IT RESOLVED that the Alaska State Legislature respectfully requests the 11 National Park Service to mitigate the adverse economic consequences of the closures and 12 restrictions on commercial fishing in the marine waters of Glacier Bay National Park and 13 Preserve by purchasing or leasing vessels, equipment, materials, lodging, and services 14 necessary for research, enforcement, operations, maintenance, and administration in Glacier 15 Bay National Park and Preserve from those commercial fishermen, businesses, and 16 communities in Southeast Alaska that have been adversely affected by those closures and 17 restrictions; and be it 18 FURTHER RESOLVED that the Alaska State Legislature respectfully requests the 19 National Park Service to give a preference to those who have been adversely affected by the 20 closures and restrictions on commercial fishing in Glacier Bay National Park and Preserve 21 when contracting for vessels, equipment, materials, lodging, and services. 22 COPIES of this resolution shall be sent to the Honorable Gale Norton, United States 23 Secretary of the Interior; the Honorable Fran P. Mainella, Director, National Park Service, 24 United States Department of the Interior; Marcia Blaszak, Regional Director, Alaska Region, 25 National Park Service, United States Department of the Interior; Tomie Lee, Superintendent, 26 Glacier Bay National Park and Preserve, National Park Service, United States Department of 27 the Interior; and to the Honorable Ted Stevens and the Honorable Lisa Murkowski, U.S. 28 Senators, and the Honorable Don Young, U.S. Representative, members of the Alaska 29 delegation in Congress.
