00 CS FOR HOUSE CONCURRENT RESOLUTION NO. 16(RLS) 01 Proposing amendments to the Uniform Rules of the Alaska State Legislature providing 02 that the 2000 edition of "Mason's Manual of Legislative Procedure" shall implement the 03 rules; relating to meetings of subcommittees and conference committees; and providing 04 for an effective date for the amendments. 05 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. Rule 4, Uniform Rules of the Alaska State Legislature, is amended to read: 07 Rule 4. Duties of the Presiding Officer. The presiding officer of each house 08 has the duties set forth in Section 575, MASON'S MANUAL OF LEGISLATIVE 09 PROCEDURE, 2000 [1979] edition, when not inconsistent with these Uniform Rules. 10 In the absence of the regular presiding officer, the majority leader of the house serving 11 ex officio as presiding officer pro tempore shall preside; except that the regular 12 presiding officer may temporarily relinquish the chair to any member. 13 * Sec. 2. Rule 23, Uniform Rules of the Alaska State Legislature, is amended by adding a 14 new subsection to read: 15 (g) The provisions of (a) - (d) of this section do not apply to meetings of

01 subcommittees of standing, special, or joint committees or to conference committees. 02 Reasonable notice under the circumstances shall be provided for meetings of 03 subcommittees and conference committees. 04 * Sec. 3. Rule 26, Uniform Rules of the Alaska State Legislature, is amended to read: 05 Rule 26. Decorum in Debate. Decorum in debate is governed by the 06 provisions of Sections 120 through 126 [127], MASON'S MANUAL OF 07 LEGISLATIVE PROCEDURE, 2000 [1979] edition, when not inconsistent with these 08 Uniform Rules. 09 * Sec. 4. Rule 55(a), Uniform Rules of the Alaska State Legislature, is amended to read: 10 (a) The rules of parliamentary practice comprised in MASON'S MANUAL 11 OF LEGISLATIVE PROCEDURE, 2000 [1979] edition, implement and govern the 12 Uniform Rules of the Legislature in all cases not covered by these Uniform Rules. 13 * Sec. 5. The amendments proposed by this resolution take effect July 1, 2003.
