HB 382: "An Act repealing the time limitation on the authority of the Department of Natural Resources to enter into agreements with a person or persons desiring to own an oil or natural gas pipeline proposed to be located on state land for the purposes of providing for payment of the reasonable costs incurred in preparing for activities before receipt of an application under the Alaska Right-of-Way Leasing Act; and providing for an effective date."

01 "An Act repealing the time limitation on the authority of the Department of Natural                                     
02 Resources to enter into agreements with a person or persons desiring to own an oil or                                   
03 natural gas pipeline proposed to be located on state land for the purposes of providing                                 
04 for payment of the reasonable costs incurred in preparing for activities before receipt of                              
05 an application under the Alaska Right-of-Way Leasing Act; and providing for an                                          
06 effective date."                                                                                                        
07 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
08    * Section 1.  AS 38.35.145(c) is repealed.                                                                         
09    * Sec. 2.  The uncodified law of the State of Alaska is amended by adding a new section to                         
10 read:                                                                                                                   
11       RETROACTIVITY.  Section 1 of this bill is retroactive to December 31, 2003.                                       
12    * Sec. 3.  This Act takes effect immediately under AS 01.10.070(c).
