00 CS FOR HOUSE BILL NO. 174(FIN) am 01 "An Act relating to the state centralized correspondence study program, to funding for 02 educational programs that occur primarily outside school facilities, and to the duties of 03 school boards of borough and city school districts and regional educational attendance 04 areas; and providing for an effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 07 to read: 08 PURPOSE. It is the purpose of this Act to provide a one-year transition period in 09 which the functions performed by the Alyeska Central School can be assumed by another 10 educational organization, such as a charter school or a school district of the state. 11 * Sec. 2. AS 14.07.020(a)(9) is amended to read: 12 (9) exercise general supervision over [PROVIDE ACCREDITED] 13 elementary and secondary correspondence study programs offered by municipal 14 school districts or regional educational attendance areas; the department may
01 also offer and make available to any Alaskan through a centralized office a [OF] 02 correspondence study program; 03 * Sec. 3. AS 14.08.111(1) is amended to read: 04 (1) provide, during the school term of each year, an educational 05 program for each school age child who is enrolled in or a resident of the district; 06 * Sec. 4. AS 14.14.090(2) is amended to read: 07 (2) provide for, during the school term of each year, an educational 08 program for each school age child who is enrolled in or a resident of the district; 09 * Sec. 5. AS 14.14.120(c) is amended to read: 10 (c) An inoperative school board shall, if practicable, pay the tuition and 11 boarding costs necessary to enable the school age children within the district to attend 12 school in another district. If a child in an inoperative school district is not attending 13 school in another district, the department shall provide information on 14 correspondence courses and other materials and charge the school board of the 15 inoperative district an amount equal to the actual cost to the department. 16 * Sec. 6. AS 14.17.600(a) is amended to read: 17 (a) Within two weeks after the end of the 20-school-day period ending the 18 fourth Friday in October, each district shall transmit a report to the department that, 19 under regulations adopted by the department, reports its ADM for that counting period 20 and other student count information that will aid the department in making a 21 determination of its state aid under the public school funding program. For centralized 22 correspondence study, the October report shall be based on the period from July 1 23 through the fourth Friday in October [, EXCEPT THAT SUMMER SCHOOL 24 STUDENTS SHALL BE COUNTED AS A PROPORTIONATE FRACTION AS 25 DETERMINED BY THE DEPARTMENT]. The department may make necessary 26 corrections in the report submitted and shall notify the district of changes made. The 27 commissioner shall notify the governor of additional appropriations the commissioner 28 estimates to be necessary to fully finance the public school funding program for the 29 current fiscal year. 30 * Sec. 7. AS 39.25.160(e)(7) is amended to read: 31 (7) certificated teachers employed [BY THE DEPARTMENT OF
01 EDUCATION AND EARLY DEVELOPMENT] as correspondence teachers, teachers 02 in skill centers operated by the Department of Education and Early Development, or 03 teachers at Mt. Edgecumbe School; 04 * Sec. 8. Section 6 of this Act take effect July 1, 2003. 05 * Sec. 9. Except as provided in sec. 8 of this Act, this Act takes effect July 1, 2004.
