01 "An Act making special appropriations to promote the opening of the Arctic National                                     
02 Wildlife Refuge for oil and gas exploration and development; and providing for an                                       
03 effective date."                                                                                                        
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1.  The uncodified law of the State of Alaska is amended by adding a new section                         
06 to read:                                                                                                                
07       INTENT.  It is the intent of the Alaska State Legislature that Arctic Power coordinate                            
08 with the Alaska Delegation in Congress in the development of an educational effort to                                   
09 promote the opening of the Arctic National Wildlife Refuge to oil exploration and                                       
10 development.                                                                                                            
11    * Sec. 2.  GRANT TO ARCTIC POWER.  The sum of $2,800,000 is appropriated from the                                  
12 general fund to the Department of Community and Economic Development for payment as a                                   
13 grant under AS 37.05.316 to Arctic Power for education efforts on or after January 1, 2003, to                          
14 open the coastal plain of the Arctic National Wildlife Refuge for oil and gas exploration and                           

01 development.  The amount appropriated in this section includes $100,000 for the participation                           
02 of the Native village of Kaktovik in support of the education efforts undertaken by Arctic                              
03 Power under this section.                                                                                               
04    * Sec. 3.  OFFICE OF THE GOVERNOR.  The sum of $300,000 is appropriated from the                                   
05 general fund to the Office of the Governor for direct support of national efforts to open the                           
06 coastal plain of the Arctic National Wildlife Refuge for oil and gas exploration and                                    
07 development.                                                                                                            
08    * Sec. 4.  The appropriations made by this Act lapse June 30, 2007.                                                
09    * Sec. 5.  This Act takes effect immediately under AS 01.10.070(c).
