01 "An Act relating to intergovernmental agreements regarding management of fish or                                        
02 game."                                                                                                                  
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1.  AS 16.05.080 is amended by adding a new subsection to read:                                          
05            (b)  Nothing in this title authorizes the department or a board to enter into an                             
06       agreement with a municipal, state, provincial, federal, or tribal government regarding                            
07       the management of fish or game in the state unless the legislature has approved the                               
08       agreement by law before the agreement takes effect.  In this subsection,                                          
09       "management" means the regulation of the method, manner, means, time, or place of                                 
10       taking of fish or game or the regulation of the amount of fish or game that may be                                
11       taken.                                                                                                            
12    * Sec. 2.  The uncodified law of the State of Alaska is amended by adding a new section to                         
13 read:                                                                                                                   
14       REVIEW OF EXISTING AGREEMENTS REGARDING MANAGEMENT OF                                                             

01 FISH AND GAME.  (a)  Until July 1, 2004, AS 16.05.080(b), added by sec. 1 of this Act,                                  
02 does not apply to an intergovernmental agreement or a severable portion of an                                           
03 intergovernmental agreement regarding management of fish or game entered into by the                                    
04 Department of Fish and Game, the Board of Fisheries, or the Board of Game before the                                    
05 effective date of this Act.                                                                                             
06       (b)  Notwithstanding (a) of this section, an intergovernmental agreement or a severable                           
07 portion of an intergovernmental agreement regarding management of fish or game entered                                  
08 into by the Department of Fish and Game, the Board of Fisheries, or the Board of Game                                   
09 before the effective date of this Act is void on and after July 1, 2004, unless, before July 1,                         
10 2004, the department submits the agreement or the severable portion of the agreement to the                             
11 legislature for review and the legislature approves the agreement by law.
