00                      SENATE JOINT RESOLUTION NO. 38                                                                    
01 Proposing amendments to the Constitution of the State of Alaska relating to information                                 
02 regarding proposed expenditures.                                                                                        
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1.  Article IX, sec. 12, Constitution of the State of Alaska, is amended to read:                        
05            Section 12.  Budget.  (a)  The governor shall submit to the legislature, at a                          
06       time fixed by law, a budget for the next fiscal year setting forth all proposed                                   
07       expenditures and anticipated income of all departments, offices, and agencies of the                              
08       State.  The governor, at the same time, shall submit a general appropriation bill to                              
09       authorize the proposed expenditures, and a bill or bills covering recommendations in                              
10       the budget for new or additional revenues.                                                                        
11    * Sec. 2.  Article IX, sec. 12, Constitution of the State of Alaska, is amended by adding a                        
12 new subsection to read:                                                                                                 
13            (b)  The governor shall submit, in accordance with law, information                                          
14       establishing a priority of proposed expenditures set out in the budget and appropriation                          
15       bill submitted under this section if the legislature requests the information by                                  
16       concurrent resolution.                                                                                            

01    * Sec. 3.  The amendments proposed by this resolution shall be placed before the voters of                         
02 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the                        
03 State of Alaska, and the election laws of the state.
