00 SENATE BILL NO. 305 01 "An Act relating to voter registration." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 15.05.010 is amended to read: 04 Sec. 15.05.010. Voter qualification. A person may vote at any election who 05 (1) is a citizen of the United States; 06 (2) is 18 years of age or older; 07 (3) has been a resident of the state and of the house district in which 08 the person seeks to vote for at least 30 days just before the election; and 09 (4) has registered [BEFORE THE ELECTION] as required under 10 AS 15.07 and is not registered to vote in another jurisdiction. 11 * Sec. 2. AS 15.07.070(d) is amended to read: 12 (d) Qualified voters may register in person before a registration official or 13 through a voter registration agency at any time throughout the year, except that a 14 person registering within 30 days preceding an election may only vote a questioned 15 ballot [NOT VOTE] at that election. Upon receipt and approval of the registration

01 forms, the director or the election supervisor shall forward to the voter an 02 acknowledgment in the form of a registration card, and the voter's name shall 03 immediately be placed on the master register located in the office of the director and 04 on the district register located in the office of the election supervisor. Names of 05 persons registering 30 or more days before an election shall be placed on the official 06 registration list for that election. 07 * Sec. 3. AS 15.07.070(h) is amended to read: 08 (h) The director shall design the form of the voter's certificate appearing on 09 the envelope that is used for voting a questioned ballot so that all information required 10 for registration by AS 15.07.060(a) may be obtained from a voter who votes a 11 questioned ballot. A qualified voter may register by completing the registration 12 form on the questioned ballot envelope. If the voter voting a questioned ballot has 13 completed all information on the voter registration portion of the questioned ballot 14 voter's certificate, the director shall place the name of the voter on the official 15 registration list. 16 * Sec. 4. AS 15.15.198 is amended by adding a new subsection to read: 17 (c) A person who casts a questioned ballot under (a) of this section shall have 18 the ballot counted if the person has completed all of the information on the voter 19 registration portion of the questioned ballot voter's certificate under AS 15.07.070(h) 20 and the person has the qualifications of a voter set out in AS 15.05.010(1) - (4). 21 * Sec. 5. AS 15.20.207(b) is amended to read: 22 (b) A questioned ballot may not be counted if 23 (1) the voter has failed to properly execute the certificate; or 24 (2) the person casting the ballot does not possess the qualifications 25 of a voter under AS 15.05.010. 26 * Sec. 6. AS 15.15.198(b) is repealed.
