00 SENATE BILL NO. 128 01 "An Act relating to a two-year transition for implementation of the public high school 02 competency examination as a graduation requirement; and providing for an effective 03 date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Section 3, ch. 58, SLA 1997, is amended to read: 06 Sec. 3. This Act takes effect January 1, 2004 [2002]. 07 * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to 08 read: 09 TRANSITION; ACADEMIC STANDARDS FOR PUBLIC HIGH SCHOOL 10 GRADUATION. (a) Beginning January 1, 2002, and ending December 31, 2003, before 11 graduating from public high school, each pupil is required to 12 (1) take a competency examination in the areas of reading, English, and 13 mathematics; and 14 (2) meet academic requirements established by the state and the school board

01 of the borough or city school district or regional educational attendance area in which the 02 pupil is enrolled. 03 (b) The Department of Education and Early Development shall determine the form 04 and contents of the competency examination and shall score completed examinations. 05 (c) A pupil shall receive an endorsement on the pupil's diploma and transcript 06 identifying the areas of the examination successfully passed. If a pupil has not passed an area 07 of the competency examination, an endorsement or other designation may not be placed on 08 the diploma or transcript. 09 (d) The Department of Education and Early Development shall establish by regulation 10 uniform standards for awarding an endorsement required under (c) of this section. 11 * Sec. 3. This Act takes effect January 1, 2002.
